Project: RFP 6129 VCIJIS Integration Platform Solution including Portal and Data Warehouse Ref. #: RFP 6129 2-23-23 Department: Procurement Type: RFP Status: Open Open Date: Mar 27th 2023, 5:00 PM PDT Questions Due Date: May 1st 2023, 5:00 PM PDT Close Date: May 8th 2023, 3:00 PM PDT Days Left: 2 Project Description:1.1 Introduction/Purpose County of Ventura requires an Integration Platform and Professional Services from a single Systems Integrator (Offeror) who will deploy an integration platform, data repository, portal, and data warehouse (related components) in support of the County’s broader justice agency modernization project, referred to as Ventura County Integrated Justice Information System (VCIJIS) 2.0. VCIJIS 2.0 will also include implementing modernized County justice agency solutions to replace the current highly integrated VCIJIS 1.0 platform. Implementing the County justice agency solutions are out of scope for this RFP. The purpose of this RFP is to procure the

integration platform, related components, and professional services. A key guiding principle for VCIJIS 2.0 is to preserve and expand cross-agency data sharing while improving the overall data collected and distributed. The objectives of this engagement are: 1. Acquire an Integration Platform and related components to serve as the foundation and primary enabler of the modernized federated architecture for VCIJIS 2.0. 2. Preserve and expand cross-agency data sharing capabilities while improving the overall data collected and distributed through a robust and standards-based integration platform. 3. Provide an Integration Platform from which County justice agencies’ end users can easily access the necessary curated data sets from justice agency solutions systems through a data repository and portal. 4. Improve the efficiency and effectiveness of the decision-making processes by supporting integration and data transformation efficiencies, solution agility, and allow for future integrated justice innovation. 5. Establish central data management services to perform advanced data analytics and provide business intelligence leading to consistent and data driven decision making within the County’s criminal justice system. 6. Move towards a “self-service analytics” governance model where end users can have system access anywhere and at any time based on end user access rights. 7. Provide analytical support enabled by the solution to the County and its stakeholders. 1.2 Background The five criminal justice agencies in Ventura County are currently served by a shared system referred to as the Ventura County Integrated Justice Information System (VCIJIS 1.0). It has been in operation for over two decades and is used across Sheriff (law enforcement and custody), Probation (case management and detention), Superior Court, District Attorney, and Public Defender to manage operational processes and to transmit and receive information to and from partners. VCIJIS 1.0 resides on a legacy platform (PowerBuilder and Sybase) that has since become outdated and presents sustainability risks for the County while also limiting opportunities to benefit from technology innovations. The majority of VCIJIS 1.0 criminal justice agency information exchanges are performed through Sybase replications or the sharing of PowerBuilder screens in place of event driven exchange of messages. A byproduct is the duplication of data multiplied by the number of recipient agencies and limited analytics capabilities in operational reporting. Additionally, data exchanges and responsibilities are not well documented or formalized outside of the PowerBuilder code and/or Sybase tables and triggers. VCIJIS 2.0 will replace VCIJIS 1.0 through the acquisition or creation of case management solutions in each of the five criminal justice agencies (outside the scope of this Request for Proposal). VCIJIS 2.0 will also include an Integration Platform (the subject of this Request for Proposal) to exchange data between the new agency systems so that current levels of data sharing in VCIJIS 1.0 continue or are improved in VCIJIS 2.0. 1.3 Action Dates The following is an outline of the anticipated schedule for the proposal review and contract award.
