The Request for Proposal (RFP) number is HSFE20-17-R-0007. This solicitation is only available on the FedBizOpps.gov web page at http://www.fedbizopps.gov. This solicitation is for armed security guard services for the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Center for Domestic Preparedness (CDP) and its facilities located in Anniston, AL. The Acquisition Operations Division/Preparedness Section located in Emmitsburg, MD, intends to award a firm fixed price contract award under the authority of FAR Part 12. The Center for Domestic Preparedness is a national training facility located in Anniston, Alabama, that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using
weapons of mass destruction by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. The intention of this requirement is to obtain contracted armed security guard services to support Department of Homeland Security/Federal Emergency Management Agency /National Preparedness Directorate/National Training and Education Directorate/Center for Domestic Preparedness. The contractor shall provide all security guard services as identified in the statement of work. The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives described in the statement of work. The contractor shall provide properly qualified, trained, licensed, armed and certified personnel, their uniforms, equipment, tools, materials, supervision and other items and services except such equipment and supplies as provided by the Government necessary to: (1) plan for, and (2) provide continuous (twenty-four (24) hours per day, seven (7) days per week) static post and roving patrol armed security services to protect the CDP personnel and properties. The contractor must also plan for and participate in site security surveys and inspections, provide operation and monitoring of the CDP security CCTV, IDS, access control, and fire alarm systems, and participate in planning for and execution of CDP and COBRATF Emergency Response Exercise (ERP) actions. In performing these functions the contractor shall provide all labor, supervision, administration, and equipment unless specifically identified as Government furnished. There is a solicitation and 7 attachments, as outlined in Section D of the solicitation. This is a small business set aside competitive acquisition using FAR Part 12 procedures. A firm fixed price contract award is anticipated. Award shall be based on best value to the Government using trade-offs. The Period of Performance will be one month of transition followed by 11 months of service for the base period. The contract will include four 12-month options. The anticipated transition start date is August 26, 2017 with a full performance start date of September 26, 2017. Any responsible small business offeror may respond to this solicitation. The NAICS code is 561612- Security Guards and Patrol Services. The Small Business Size Standard for this NAICS is $20.5 million. The incumbent contractor for this requirement is Centerra Group LLC, 7121 Fairway Drive Suite 301, Palm Beach Gardens, FL 33418, under contract number HSFE20-12-C-0218, with a total value of $16,860,405.92 for a base year and four (4) one year options (total of 5 years). A Request for Information (RFI), HSFE20-17-LH-0001, was previously posted on FBO on January 25, 2017 for this requirement. The Advanced Acquisition Plan (AAP) number is 2016031179, which was posted to the Acquisition Planning Forecast System (http://apfs.dhs.gov/). All offerors must be certified by the Small Business Association as a small business.
