for Expressions of Interest (the RFEOI), the City of Vancouver (the City) is seeking expressions of interest (Expressions of Interest) from Indigenous-led and/or Indigenous serving organizations with knowledge, skills, and expertise in group childcare and operations advisory services for the Urban Indigenous Youth and Education Project. Interested parties (Respondents) are requested to respond to this RFEOI in accordance with the instructions set forth in this RFEOI. The RFEOI will be administered through this website (JAGGAER) that is the City’s electronic procurement portal (the Supplier Portal). Expressions of Interest may only be submitted via the Supplier Portal in the format requested by the City. Each Respondent is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFEOI and the Supplier Portal terms and conditions, then the provisions of this RFEOI will govern. 2.0 Background The Urban Indigenous Youth and Education Project (UIYEP) is an ambitious, Indigenous-led undertaking with the potential to change the landscape for the urban Indigenous community in Vancouver. The project involves a partnership between the Urban Native Youth Association (UNYA), the Nicola Valley Institute of Technology (NVIT), and the City to assemble and co-develop five lots on the south side of East Hastings Street, between Woodland Drive and Commercial Drive. The mixed-use development will be Indigenous-focused, and will include a new UNYA youth centre, an NVIT post-secondary campus, 37 (or more) childcare spaces, and approximately 200 units of social housing for Indigenous youth and families. Further information on the background of the project can be viewed under Buyer Attachments. 3.0 Scope of Work The City and its partners are looking for representatives from one or more Indigenous-led and/or Indigenous serving organizations with knowledge, skills, and experience in Indigenous childcare design and operations for the Urban Indigenous Youth and Education Project. Further information on the scope of work can be viewed under Buyer Attachments. 4.0 Description of Services Under an hourly rate contract valued up to $10,000 (per organizational representative) estimating approximately 100 hours of effort over several months, an individual representing the selected organization(s) would join an Indigenous-led design advisory group, and would participate in a series of project, design and operations meetings. The City anticipates that up to two organizations will be considered under this RFEOI, but that each organization would put forth one individual to represent them in the advisory group. The focus of the advisory group will be culturally appropriate childcare for urban Indigenous families. The advisory group may be asked to make recommendations about various aspects of the project, which may include topics such as building design, site design, functional programming, community engagement, culturally safe childcare operations, shared amenity spaces with housing or other uses, asset management and other topics deemed relevant and appropriate. 5.0 Anticipated Period of Issuance of RFP Should the City proceed to issue a Request for Proposals, the RFP will serve as the second phase of the selection process. The timeline of the RFP has yet to be determined at this time. Please upload the resume if necessary. 2.1.2 The Development Partners are looking for representatives from one or more Indigenous organizations with knowledge, skills, and expertise in childcare operations who can provide Indigenous-informed childcare design and operations advisory services for the Urban Indigenous Youth and Education Project. (Question 1 response length: suggested 1-2 pages). The evaluation weighting for the following four questions is 30%. 2.1.3 a) Does your organization identify as Indigenous? Please provide details regarding Indigenous governance and/or ownership/control, and Indigenous participation in your organizational Leadership and workforce. 2.1.4 b) Please outline your connection to, and relationship with, xwməθkwəy̓əm, Skwxwú7mesh and səlilwətaɬ. 2.1.5 c) Please tell us about your organization’s experience and understanding of Indigenous early learning and childcare services and programs, including providing services to children with additional needs. You could include a general description of the organization’s overall mandate, and other elements such as mission, vision, values, philosophical approach, or other descriptive information, to indicate how childcare is situated within the organization. 2.1.6 d) Please outline how your organization goes about ensuring a full spectrum of culturally safe early learning and childcare (and related) services are provided to Indigenous children and families.
