This Justification for Other than Full and Open Competition is in support of a hybrid Firm Fixed Priced and Time & Material severable contract consisting of a base year plus two six (6) month option periods to allow for the continuation of operational requirements for tactical lifecycle management and support services.This contract is for tactical life cycle management support services for Air Education and Training Command’s Special Warfare Training Center. The SWTW, along with training units in Air Force Special Operations Command (AFSOC) and Air Combat Command (ACC), are responsible for forging next generation SPECIAL WARFARE (SW) operators. SW Airmen (formerly - Battlefield Airmen (BA)), as outlined in Air Force Policy Directive 10-35, are specific Combat Arms specialized Airmen for the application of air and space power. The Air Force organizes, trains, and equips a force of SW operators capable of delivering distinctive expertise with unequaled accuracy, responsiveness, flexibility, and persistence. SW directly assists, controls, enables, and/or executes operational air and space power functions in the forward battlespace independent of an established airbase or its perimeter defenses to conduct: Joint Fires Integration, Special Operations, Personnel Recovery/Recovery Operations, Tactical Airlift Operations, Special Reconnaissance. SW is the only Air Force capability specifically designed to primarily operate as surface combatants removed from traditional airbase support, logistics, and sortie generation efforts. SW may be employed alone (unilateral operations) or as part of an AF, joint, interagency or coalition force, to support combatant command
