BackgroundFor many years, the SCWD has been planning strategies to secure water supply as well as to improve system reliability and resiliency to droughts. As a result, the SCWD has undertaken an initiative to address aging infrastructure and major investments are underway to rehabilitate and replace back-bone infrastructure, including raw water transmission and surface water treatment facilities. To support this effort, the SCWD has secured funding through the Drinking Water State Revolving Fund (DWSRF), the Water Infrastructure Finance and Innovation Act (WIFIA), and U.S. EPA Community Grants for several upcoming projects: Graham Hill Water Treatment Plant Facilities Improvement Project, Newell Creek Pipeline Replacement: Felton/GHWTP, University Tank No. 4 Replacement, Aquifer Storage and Recovery projects, and a future Water Supply Augmentation project. Labor compliance is a contractual requirement in the funding agreements with these federal funding agencies.
