The objective of the project is to provide contingency-based as-needed replacement of sections of existing sewer pipelines on short notice at locations to be determined within the City and County of San Francisco. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 8.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs.
An LBE requirement is established, taking into consideration the variability of actual work scopes for each Contract Service Order, which require availability upon short notice, and the average closeout LBE participation percentage of the last seven (7) SFPUC spot sewer contracts closed to-date. The project has specialty work scopes, including but not limited to lining side sewers with UV Cured Liner and 12”-, 15”-, and 18”-diameter main sewers with CIPP Liner; installation of HDPE for side sewers and for the main sewer by trenchless pipe-bursting installation method; etc. This contract scope of work is almost identical to WW-715, which also had an established LBE requirement of 8%. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Bidders must pass the Safety Prequalification prior to SFPUC considering their bid submission complete. A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
