The Department of Veterans Affairs, Jesse Brown VAMC, VISN 12, 820 S. Damen Ave, Chicago, Illinois 60612-3728, under the authority of FAR 13 (41 U.S.C. 1901 and implemented for restricting competition on this procurement via FAR 13.106-1(b)(2) ) , intends to request quotation on a sole source basis with T.O.P.S In Dog Training to facilitate the certification of 2 police and provide 24 hour dog care to include a private and comfortable sleeping area; daily cleaning of the kennel area to promote a sanitary and disease-free environment. NAICS 812910, with a size standard of $7.5 Million applies. The contractor shall feed the dogs twice a day, providing physical exercise at least once a day via indoor/outdoor dog run/treadmill, and bathe the animals as needed while in the facilities care. Medications will only be administered as indicated by owners if needed. The contractor shall train and certify police dogs in searches, drug detection, and locating missing persons. The services shall be
provided as needed to the Jesse Brown VAMC police service. In the event of any accident, emergency or unusual circumstance notifications to the owner will be made. Contractor shall furnish all labor, materials, and services including transportation cost necessary to provide Police Dog Services for the Jesse Brown VAMC, 820 S. Damien Ave, Chicago, Illinois for the period of one year after the date of award with 3 option years thereafter. Services are to be provided in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract. Any respondent to this notice must show that they have the capability to provide police dog training, room and board for the dogs and the certification of 2 police dogs currently housed at the Jesse Brown VAMC, Police Department.This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:00 pm CDT on June 11, 2018.
