SOURCES SOUGHT MARKET SURVEY FOR IN-COUNTRY DEMONSTRATION OF THERMAL CAMERAS CAPABILITY FOR FOREIGN MILITARY SALESDESCRIPTIONSOURCES SOUGHT FOR IN-COUNTRY DEMONSTRATION OF DAY/NIGHT SURVIELLANCE THERMAL SECURITY CAMERAS FOR THE JORDAN ARMED FORCES (JAF) FOR FOREIGN MILITARY SALES (FMS)INTRODUCTIONThe U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management Directorate (CECOM SAMD) is issuing this Sources Sought Market Survey notice as a means of conducting market research to identify potential sources having an interest in industry technologies available to demonstrate in-country the required equipment and performing the necessary services for the country of Jordan.   This Sources Sought Market Survey is being issued to determine potential sources capable of demonstrating a Foreign Military Sales (FMS) requirement. The U.S. Government requests that interested parties submit a brief description
of your company, your company’s ability to demonstrate the required equipment and services, at no cost to U.S. Government or the country of Jordan, and availability statement describing the time to deliver a demonstration of capability.The results of this notice will contribute to determining the demonstration schedule and location and method of acquisition if a requirement materializes. Based on the responses to this sources sought notice/market research, any resulting requirement may be set-aside for small businesses (in full or in part). Multiple awards may be made. All small business set-aside categories will be considered. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT/MARKET RESEARCH IS STRICTLY VOLUNTARY.REQUIRED CAPABILITIESThe purpose of this market research sources sought survey is to identify interested sources that are certified and able to demonstrate in-country day/night surveillance thermal security cameras that meet the following characteristics/requirements:Deliver day/night surveillance thermal security cameras in a stand-alone system configuration, including:All associated ancillaries in the form of hardware (i.e., tripod, mast, controller, cables, power supplies, etc.) and software that may be required for successful integration and fielding.Capability to mount in stand-alone and vehicle configurations.Technical documentation (i.e., operation/user manual, maintenance manual, interface control document, etc.) describing operations and maintenance sufficient for the US Government and releasable to the Government of Jordan.The requested Thermal Cameras should meet the following Operational Requirements:Operation in Day and Night modes, intended for use in dimly lit and typical daytime/nighttime environments.Capable of tamper proof video storage for thirty days of content while in 24 x 7 operation.Ability to read coordinates and work in accordance with the Universal Transverse Mercator coordinate system (UTM).Ease of installation on a vehicle modified to support this effort.Availability of battery system to sustain operation for at least eight hours during loss of power conditions.Ability to rotate the camera 360 degrees.Ability to save the coordinates of up to four sightings/events for later reference.Simple removal/disassembly and reinstallation at deployment sites.Ability to measures distance between camera and tracked target (viewer), as well as between a fixed parameter and the target.Range of at least 20 km (target detection) and no less than 10 km (target identification).Ability to recognize targets in a marine environment.Possess a thermal cover to protect from moisture during cold conditions.The requested Thermal Cameras should meet the following Technical Requirements:High Image resolution not less 1280 * 720.Wide Field of View (FOV) not less than 10°±1° Degree.Auto Focus Capability.Auto Scan Capability.Continuous Digital Zoom Capability.Electronic video stabilization Capability.Mean time between failures (MTBF) greater than 8,000 hours.Detection during severe, fogy and dusty weather environments.Operate to the MIL-STD Specifications in elevated temperature environments (-32 °C to +60 °C).Expected lifecycle support period of a minimum of ten (10) years.OEM shall be capable of providing installation, configuration, and integration services in in the country of Jordan.Maintenance support in the form of spare parts supply and repair & return (R&R) services shall be available during the expected lifecycle.Minimum twelve (12) month warranty to ensure any workmanship, hardware and software is covered for one (1) year from the acceptance date.Optional pricing for extended warranty coverage for terms of twelve (12), twenty-four (24) and thirty-six (36) months, as available, beyond the initial twelve (12) month period.Optional Outside Continental US (OCONUS) training for five (5) working days for ten (10) students covering the areas of operation, maintenance, and troubleshooting.Cover all recommended preventative and corrective maintenance actions, including troubleshooting, fault isolation and other anticipated corrective maintenance tasks.Cover operational concepts and fundamentals.All OEM warranties and software licenses shall be transferrable to a foreign military entity.Interested parties are responsible for adherence to all export regulations and are responsible for all expenses related to the demonstration.SPECIAL REQUIREMENTSAny resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.ELIGIBILITYThe applicable NAICS code for this requirement is 334511, “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.”SUBMISSION DETAILSInterested businesses should submit a brief capabilities statement package (no more than 10, 8.5x11 inch pages, font no smaller than 10 point in bulleted format) documenting ability to demonstrate the products/systems and/or services listed in this Sources Sought Market Survey. If subcontracting or teaming is necessary in order to deliver the capability, the response must address the administrative and management structure of such arrangements.Price and Availability (P&A) statement describing the Rough Order of Magnitude (ROM) cost, time to deliver, and rate of production for quantity fifteen (15) systems.  Pricing should be broken down into primary and secondary tiers as needed.Time to deliver demonstration, demonstration agenda, period and what technology and capabilities will be demonstrated.If applicable, indicate in which countries similar work has been performed, providing examples.The EAR / ITAR classification of all proposed equipment shall be identified. The proposed replacement cameras must be releasable to the country of Jordan.All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
