SOURCES SOUGHT NOTICE VISN 1 New England PHILIPS SOFTWARE SERVICES - Philips Patient Monitors and Central Stations FIVE YEAR BLANKET PURCHASE AGREEMENT TO PROVIDE ALL NECESSARY LABOR, EQUIPMENT, TOOLS, MATERIALS, SOFTWARE UPDATES, SECURITY PATCHES, ETC., FOR A COMPLETE ON-SITE SOFTWARE MAINTENANCE AND VULNERABILITIES PATCHING SERVICES. Support of software services for Philips PIC iX Patient Monitoring System (patient monitors, telemetry devices, central monitoring) installed at the VHA facilities in VISN 1 to include: VA Boston Healthcare System West Roxbury, VA Providence Healthcare System, VA Manchester Healthcare System, VA White River Junction Healthcare System and VA Maine Healthcare System (Togus). ALL SERVICES MUST BE PERFORMED BY OEM TRAINED AND AUTHORIZED TECHNICIANS IN ACCORDANCE WITH ALL APPLICABLE WARRANTIES. THIS IS A SOURCES SOUGHT NOTICE ONLY FOR VISN1 VA NEW ENGLAND HEALTHCARE SYSTEM: 36C24121R0224 This announcement is seeking information from the industry, which will
be used for preliminary planning purposes for an open market procurement. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. THIS IS STRICTLY MARKET RESEARCH. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, who have the capabilities to provide the required brand name service labor, material parts, system peripherals, and technical training to support a 5-year BPA to address the support of Software Services for Philips PIC iX Patient Monitoring System (Patient Monitors, Telemetry Devices, Central Monitoring) equipment located throughout the VA New England Healthcare System identified above, and in accordance with the Statement of Work enclosed. This BPA is to be established on a firm-fixed-price, brand name basis for required support of Software Services for Philips PIC iX Patient Monitoring System. All contractors with interest meeting the requirements identified in this notice should submit the attached area of consideration (Business Size Socioeconomic Status) with their response: The applicable NAICS and FSC/PSC code is (811219 / J065). The eventual vendor must satisfy the technical requirement of supplying the brand name equipment or equivalent as specified and provide a quote at a fair and reasonable price, that also affords best value. Prior Government contracts are not required to submit a response under this Sources Sought synopsis. The intent of the Sources Sought is to identify vendors on the open market that can fulfill the requirements as stated in the Statement of Work (SOW) included below. All work for the resulting contract shall be completed by the selected vendor for each requirement in accordance to the SOW. This notice is published to conduct market research to determine if there is a sufficient number of vendors in the open market who can supply this order in aggregate, while affording competition to the fullest extent possible. All interested firms must be registered in SAM (System for Award Management) to be eligible for award of Government contracts. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance for servicing the equipment listed to include references with current point of contact and phone number); (3) socio-economic status to identify business class as being a large business, SDVOSB, VOSB, small business, Woman Owned, etc. (4) completed Area of Consideration form; and (5) any other pertinent company documentation, prior to submission of offers to a solicitation. Any SD/VOSB firms responding to this Sources Sought Notice must also provide proof of registration in the VA VetBiz, prior to submission of offers to a solicitation. The response date to this Sources Sought notice is August 27th, 2021 at 4:30pm EST: This market research is for informational and planning purposes. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. All submissions are acceptable via keri.reeves@va.gov. RESULTS INFORMATION: Respondents will not be notified of the results and it is at the discretion of the government to utilize results. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
