The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic'sintent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to VALCOM ManufacturingGroup, Incorporated for the Communication Antennas as follows:1) VD-91-00129-1 HF 18FT ALUMINUM WHIP - QTY 42) VD-91-00133-1 HF COUPLER 18FT DDG TWIN WHIP SYSTEM - QTY 2The Government intends to negotiate solely with VALCOM Manufacturing Group, Incorporated under theauthority of FAR 13.106-1(b). The VALCOM Manufacturing Group, Incorporated 18 Ft Aluminum WhipAntennas and 18 Ft DDG Twin Whip System couplers are required to be used for communications withother ships and shore activities and cannot be technically or cost effectively replaced by an alternatesystem. The NAICS Code is 335999 and the Small Business Size Standard is other than small.This notice is not a request for competitive quotes; however, any responsible source believing that it canfulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-CommerceCentral (navy.mil) by 13 November 2023 at 3:00 PM EST.
