The purpose of this contract is to furnish all labor, supervision, equipment, transportation, materials,supplies and incidentals to perform deferred trail maintenance within Hells Canyon Wilderness in Idaho,within Hells Canyon National Recreation Area.The trail to be maintained under this solicitation is the Sheep Creek Trail #53, located in the Seven DevilsMountains, Hells Canyon Wilderness, Hells Canyon Nationial Recreation area of Idaho. The trail isaccessed through Windy Saddle Trailhead located 17 miles southwest of Riggins, Idaho via Forest Road517. The lowest elevations of this trail may also be accessed by Jetboat on the Snake River or by foot onthe Snake River National Recreation Trail 102. Sheep Creek is located 16 miles by trail from UpperPittsburg Landing. Deferred trail maintenance shall include clearing of downed and leaning trees, cleaningexisting drainage structures (waterbars, turnpikes, culverts, ditches, etc.)and clearing rocks and woodydebris from trail beds, small
slide repair and trail tread sluff, stream ford maintenance, and brushing ofwoody type vegetation. The work to be performed is difficult. The terrain is rugged and steep. The areahas burned several times in the last 30 years. The trail has gone many years without consistent upkeep.There are areas of heavy downfall and thick brush.Brushing is 4 foot from centerline of trail, 10 feet high. Clearing of down logs is the same, in addition tohazard trees. Standard trail clearing specifications for horse and hiker trails. No special projectspecifications.Wilderness law requires the use of the “minimum tool necessary” to complete a project. This will requirethe contractor to utilize traditional tools. Mechanized transport is not allowed, which includes but is notlimited to the use of carts or wheel barrows. Mechanical tools such as grip hoists are allowed. Motors areprohibited in wilderness and all motorized tools are prohibited including battery operated drills, powersaws, etc. Specialized skills including the ability to use crosscuts saws and other traditional tools will berequired of the contractor. All wilderness laws must be followed.
