Testa, P.E., Borough Engineer, are\navailable at Grotto Engineering Associates, LLC, 340 North Avenue East, Cranford, New Jersey, (908-\n272-8901) and may be purchased for Twenty-Five Dollars ($25.00) by prospective Bidders during\nbusiness hours between 9:00 a.m. and 4:30 p.m.\n\nNO TELEPHONE INQUIRIES WILL BE ACCEPTED.\nNO ESTIMATED COSTS OR QUANTITIES SHALL BE GIVEN BY FAX OR

TELEPHONE.\n\nProposals must be made on the standard Proposal Forms in the manner designated in the Contract\nDocuments. Proposals must be enclosed in sealed envelopes bearing the name and address of the\nBidder, and the name of the Work on the outside; addressed to Mayor and Council, Borough of North\nPlainfield; and must be accompanied by a statement of Consent of Surety from a surety company\nauthorized to do business in the State of New Jersey and acceptable to the Borough and either a Bid\nBond or a Certified Check drawn to the order of Treasurer of the Borough of North Plainfield for One\nThousand Dollars ($1,000.00).\n\nThe Borough reserves the right to require a complete financial and experience statement from\nprospective Bidders showing that they have satisfactorily completed work of the nature required before\nawarding the Contract.\n\nProposals for this Contract will be accepted only from Bidders who are properly qualified in accordance\nwith the requirements of the Contract Documents.\n\nThe Borough reserves the right to reject any or all Bids or to waive any informalities where such\ninformality is not detrimental to the best interest ofthe Borough. The right is also reserved to increase\nor decrease the quantities specified in the manner designated in the Specifications.\n\nThe successful Bidder shall be required to comply with the following:\n\nA. Anti-Kickback Regulations under Section 2 ofthe Act of June 13, 1934, known as the\nCopeland Act.\n\nB. The Affirmative Action requirement of N.J.S.A. 10:5-31 et seg. and N.J.A.C. 17:27.\n\nC. The provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963,\neffective January 1, 1964.\n\nD.
