 DLA-Aviation, Richmond is conducting market research to identify potential sources that may possess the expertise, capabilities and experience to provide a strategic support solution that will provide supply inventory and distribution capabilities for a combined effort for all NSNs under Federal Supply Group (FSG) 53 Hardware and Abrasives & FSG 62 Lighting, Fixtures and Lamps. In addition, DLA-Aviation is attempting to learn about the commercial industry's best practices and implement a solution that leverages commercial supply chains.  This agency anticipates a ten-year award for this proposed contract with the possibility of multiple awards.Scope of Project:The scope of this project is reflected in the attached list of NIINs for both FSG 53 and 62.   The NSNs are from the following Federal Supply Classes (FSCs):Federal Supply Group 53 - Hardware and Abrasives:FSC 5301 | Historical FSCFSC 5305 | ScrewsFSC 5306 | BoltsFSC 5307 | StudsFSC 5310 | Nuts and WashersFSC 5315 | Nails,

Procurement (and/or manufacturing) of hardware and abrasives & lighting, fixtures and lamps to support DLA's worldwide demand based upon shared forecasts; to include customer direct shipment, supply chain management functions, such as material forecasting, acquisition, storage, timely re-supply and readying the material for shipment.  Distribution of hardware and abrasive & lighting, fixtures and lamps items to hundreds of DLA customers throughout CONUS and OCONUS locations, including Foreign Military Sales (FMS); distribution includes palletizing, packing, marking and labeling of all items for shipment.  Planned/forecasted items will be in compliance with TDD standards for high volume items.  Proposed support for non-forecastable items (DLA items coded AAC J and Z) would be lead time-away, shipped directly to vendor.Collaboration with DLA and customers on projected and anticipated demands.  The Government expects a variety of options for the government to consider including pros, cons, and risks.  Request for Information (RFI) Questions: (Please answer in detail)Please provide your CAGE, Company name, address, and point of contact information:RFI Questions:1.  The proposed NIIN population is significant in size.   DLA is proposing to divide the population into several buckets as follows:Bucket A - Forecastable NIINs with consistent, recurring demand (AAC D and Z).   Support for these NIINs is customer direct.   The vendor is responsible for forecasting, procurement, storage and distribution within time definite delivery (TDD) standards.  Bucket B- Non-forecastable NIINs with inconsistent, irregular demand (AAC Z and AAC J).   The vendor is responsible for supporting these NIINs on a lead-time away basis.   Bucket C - items with no anticipated demand.   These NIINs are part of the contract but unpriced at the time of award.    The vendor is responsible for pricing and supporting these NIINs if a demand is realized during the contract period.    Does your company have the capability /resources to provide supply support for the attached groups of items as outlined above?If not please describe how you would refine the population to make it supportable.    2.  DLA Is considering line by line pricing for NIINs that represent 90% of the anticipated spend (Bucket A) and wedge pricing for the remainder of the NIINs (Bucket B).  Bucket A is anticipated to be 20,000 plus NIINs.  Does your company have the capability to price such a population in a 120 day period? Wedge pricing would be established utilizing DLA historical system pricing with an applied escalation factor for each NSN.  The escalated price would then be multiplied by the estimated annual demand quantities to establish a "total" price for the NIINs in the wedge group.  Payment to the contractor would be executed on a monthly basis; total price divided by 12.  At the end of a period of time to be determined, DLA and the contractor would reconcile; monthly payments to actual costs for any NSNs procured.  An adjustment factor to account for unknown risk would be negotiable.  Is this type of pricing methodology acceptable for your company?  If not, what kind of methodology would you propose?3.  Please provide a rough percentage of what your supply, storage and distribution percentage would be for Bucket A?4.  Please describe the estimated labor costs it would take to manage the scope of work associated with Bucket A.5.  Please identify known manufacturers that will not source through distributor networks or that have limited distributor agreements (i.e. license agreements)6.  What limitations or challenges would you, as a distributor, face in supporting both FSGs? In addition, an industry day and one-on-one Q&A will be held on December 11, 2018 at Defense Supply Center Richmond, VA. Please submit your responses and comments to the RFI AND register for the Industry Day no later than November 28, 2018 via email to the point of contact below.  Contractors planning to attend the Industry Day are highly encouraged to submit a response to the RFI as this information will be utilized to structure the content of the Industry Day topics. The purpose of this RFI is to allow industry to provide input regarding not only your capabilities relative to the proposed requirement, but also to provide input of your experience and best practices that will allow the Government to develop an acquisition/solicitation strategy.  Although the Government will provide a conference line for the morning session only for those contractors not wishing to travel, the Government highly encourages all interested parties to attend in-person.
