This announcement constitutes the only solicitation on FedBizOpps; quotes are being requested and a written formal solicitation will not be issued.Solicitation H92240-18-Q-2009 is issued as a request for quotation (RFQ).It is the Government's intent to award a Firm Fixed-Price type contract for Tactical Concealed Carry handgun Course of Instruction (COI) training during the week of 29 January 2018 as per Attachment I, Performance Work Statement (PWS). This Notice is a Request for Competitive Quotations which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017 and DFARS Change Notice 20161222, effective 22 December 2016.NAICS code 611699Small business size standard $11.0 MilDeadline for Questions: All questions regarding this requirement shall be submitted electronically to charles.loss@socom.mil, by 2:00 P.M. Eastern Tine, 5 January 2018 to allow adequate time to prepare a response.Quotes are due no later than 18 January, 2018 at 2:00 Eastern Time: Quotations must be valid for 60 days. Email is the only acceptable method of submission. No facsimile quotes will be accepted. All quotes must be emailed with the RFQ Number in the subject line. Contractors are responsible for verifying receipt of their quotation to this office before offer due date and time.Evaluation: This acquisition will basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.Failure to meet a requirement may result in an offer being excluded from competition and not evaluated any further. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.Offerors are advised that the Government intends to evaluate quotations in order to make an award against the quotations received. Therefore, quotations should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their quotations. If discussions are deemed necessary by the Contracting Officer, all quotations will be evaluated for acceptability.The solicitation and resulting contract award will be made to the responsible offeror whose quotation will be most advantageous to the Government, price and other evaluation factors considered. If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror. The successful quote shall be rated as Acceptable in Technical and be the lowest price.The following factors shall be used to evaluate offers. Technical are equal to Price and when combined, Technical are equal to Price.Factor I: Technical (Acceptable/Unacceptable)Factor II: PriceFor efficiency purposes, the Government will evaluate a minimum of the three (3) lowest priced offerors for technical acceptability. If the three lowest priced technically acceptable offerors are evaluated with an Acceptable rating, and are determined to be responsible in accordance with FAR 9.104, the evaluation process will stop at this point. If one of the three (3) lowest priced offerors is determined to be Unacceptable in technical or is determined to be non-responsible in accordance with FAR 9.104, the next lowest priced offeror will be evaluated for technical acceptability and the process will continue (in order of price ranking) until three offerors are evaluated as having Acceptable technical and are determined responsible.Factor I - Technical: Each quoter shall demonstrate in their quote that their proposed product meet the minimum specifications identified in Attachment I of the RFQ. This includes certifying that all proposed equipment and parts are compliant with the Trade Agreements Act and acknowledging that installation of the equipment is included.The technical quotes will be rated acceptable or unacceptable using the ratings and descriptions outlined in the table below. In order to be considered Acceptable, quoters must receive an acceptable rating for the technical factor in its entirety. Quotes that fail to meet the requirements in Attachment 1 will be considered Unacceptable.Rating DescriptionAcceptable The quote meets the requirements in the Performance Work Statement (PWS); Attachment IUnacceptable The quote does not meet the requirements in the Performance Work Statement (PWS); Attachment IFactor II - Price Evaluation Criteria: Price quotes will be evaluated on the basis of price reasonableness in accordance with FAR 13.Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options, to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
