Page 2, Section 4, Item 8 states “Small Business 15% Goal: Proposal includes a commitment to meet or exceed the established small business goal of 15% of total contract value. However, on page 5, Section 4, the city outlines a “minimum Small Business goal has been set in the amount of fifteen percent (15%) of the total contract value for the RFP.” Are Proposers required to subcontract 15% of the contract value to registered Small Businesses in West Palm Beach before work begins or are we only committing to meet or exceed the 15% goal? Additionally, if a Proposer cannot meet this requirement despite following its submitted Small Business plan how does that effect being selected for this contract?

Is the City seeking a detailed Technical Approach to Services proposal section that aligns to the elements given in the scope of work? We noticed that there is not a place where that is requested in Section 5, Proposal Formatting - only expertise and experience.
