The purpose of this Amendment II is to include the Period of Performance on the current IDIQ Contracts. All other terms and conditions remain unchanged.The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Applied Chemicals and Materials Division (ACMD) Charpy Program produces Standard Reference Materials (SRMs) to verify the performance of Charpy impact machines.  The steel industry worldwide depends on these SRMs to ensure production steel meets specifications. Due to the exacting specifications of the SRMs, only pre-qualified vendors are used to reduce the risk of non-performance due to NIST’s need to serve our customers with SRMs. The qualification program is used to go through this process of tuning the production runs for output that meets NIST’s stringent requirements.The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing Machining and Heat Treating of Charpy Impact
Specimens. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications now and/or in the near future to expand our Charpy Program.This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is a DRAFT only and, as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After the results of this market research are obtained and analyzed and compared with NIST's minimum (see attached Statement of Work), NIST may conduct a competitive procurement and subsequently award a contract. Moreover, Machining Qualification Program Policy provides guidance to potential vendors on how to be placed on the NIST Charpy Qualified Manufacturers List (QML).NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB). This requirement is assigned a NAICS code of 33299 with a small business size standard of 750 employees.Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement along with the Attached Market Research Doc. Please limit responses to four (4) pages or less. Responses should include the following information:1. Name of company and address that will provide product.2. Company DUNS number, Cage Code, Tax ID Number, and Type of small business, e.g., Services Disabled Veteran Owned Small Business, Veteran-owned small business, 8(a), HUBZone, Women-Owned Small Business, Small disadvantaged business, or Small Business HUBZone business.3. Company point of contact, phone, fax, and e-mail.4. Name of company that will manufacture the product.5. Spec sheets and examples of products that meet the specifications.6. Typical lead time to deliver the product after receipt of order.7. Contact information of customers who have obtained and used these products8. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.Any proprietary information should be so marked.
