              Prepared:21 Mar 2019     Statement of Work  For Tactical Data Link (TDL) Interoperability Software                          1.0             Background Air Combat Command's (ACC) TDL interoperability mission is to perform duties that improve United States Air Force (USAF), Joint, and coalition TDL interoperability.     2.0  Requirements 2.1   Software2.1.1        A relational database driven software documentation and analysis tool set that is used to populate, edit, and analyze TDL message data down to the bit level.  Helps to define common principles, processes, standards, and documentation in relation to through-life support. 2.1.2        A process that offers a systems engineering approach to achieving effective interoperability in a cost-effective manner. A common system engineering method initiated at the beginning of system development significantly increases the probability of fielding systems that maximize contribution to joint capabilities. The process will
provide the focus needed for the efficient use of resources, including money, time, manpower, and facilities. The end state of the process is the rapid transfer of tactical digital information to and between sensors, shooters, and Command and Control (C2) nodes to maximize war-fighting capabilities. 2.1.3        The process will bridge the gap between the high-level specification of platform capabilities and the technical-level documentation of computer program performance necessary to implement interoperable tactical data links. The process will translate high-level requirements into the bit-level implementation that meets those requirements, while maintaining Allied, Joint and Service interoperability.  2.1.4        A training course to familiarize up to (a quantity to be determined) students per year with the software process and software tool set 3.0     Security Clearances There are no security clearance requirements for this effort. 4.0     Deliverables  Contractor shall provide the following deliverables:1.      The latest version of the software toolset delivered annually.2.      Quantity of individual user licenses (to be determined).  3.      Updates of the toolset software when released.4.      Updates to configuration and reference data on which the software process is applied.5.      Access to software process supporting material.6.      Software process foundation and software toolset training for quantity stated, in paragraph 2.1.4 above, up to (quantity to be determined) students per year delivered in the US.4.1 Acceptance4.1.1 Acceptance of software will be accomplished via Wide Area Work Flow (WAWF) by the Government Agency.5.0       Points of Contacts Government Agency has appointed the following points of contact (POCs): Primary:         FN LN, Telephone: XXX-XXX-XXXX, email addressAlternate:       FN LN, Telephone: XXX-XXX-XXXX, email address
