The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) in Mississippi for work authorized under the Emergency Watershed Protection Program.The work consists of providing bank stabilization on drainage channels in the city of Waynesboro, Mississippi requiring 1,525 tons of Rock Riprap, 2,480 square yards of Geotextile, and 256 cubic yards of concrete grout to protect nearby houses and a community sewer lift station.The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.A firm-fixed price construction contract is anticipated under Sealed Bidding procedures of
FAR Part 14.A bid bond in the amount of 20% of the bid price is required to be submitted with bids. Bid and bid guarantees may only be submitted electronically due to COVID-19 restrictions.  A formal bid opening will be held virtually; information for which will be published with the solicitation.Payment and Performance Bonds in the amount of 100% of award amount will be required within 7 days of award by the successful offeror.The solicitation package, construction drawings and specifications will be posted and available from this site after August 27, 2021. A virtual site showing will be held on Wednesday, September 8, 2021 at 10:00 central. Details will be provided in the solicitation package.Performance time is 90 calendar days.Magnitude of construction:  between $100,000 and $250,000.All questions should be provided in writing to Laureen Eipp, Contracting Officer, by email to:  laureen.eipp@usda.gov  no later than COB Wednesday, September 15, 2021.
