Public Access Automated External Defibrillators Project Description :This Request for Proposals (RFP) is an invitation by the Government of Newfoundland and Labrador to prospective Proponents to submit Proposals for a Master Standing Offer Agreement (MSOA) for Public Access Automated External Defibrillators. The resulting MSOA shall permit any Government Department and any public body, having delegated purchasing authority to the Province for the purposes of this procurement, to order Public Access Automated External Defibrillators on an “as and when required
