I. Statement of Work Lunar Thermal Chamber1.0 Purpose:The objective of this effort is to provide a Low Temperature Battery Test System is a thermal systemdesigned to work in conjunction with a standard battery tester (already fully installed and operational) toprovide statistical defendable data that will help to influence key decisions as to how and what environmenthardware should be used. The unique capability is to demonstrate that lithium-ion batteries can operate aftera freeze thaw test, which is being exposed at 94K (-180 ̊C) for a 14-day period. thermal testing capability toperform freeze thaw testing, as well as additional missions requiring lunar thermal testing in the next 5-10years.2.0 Scope:This specification defines the specifications required for the thermal chamber being procured by NASAJohnson Space Center (JSC). The equipment design doesn’t need adhere to ASME specifications for CodedPressure Vessels; however, the chamber shall supply a pressure between 20 and 40 PSIG
and a reliable wayto relieve that pressure.3.0 References:4.0 Requirements:The following items are required for the proposed system:4.1 Dimensions:4.1.1 The system shall fit within a 15’ x 15’ roll up door to be moved into the test facility.4.1.2 The system chamber volume shall be no larger than 48 ft3.4.1.3 The chambers usable internal space shall be approximately 40” wide by 44” long by40” high.4.2 Construction:4.2.1 The interior walls of the chamber shall be 304 stainless steel, 20-gauge stainless steelto reduce the chances of corrosion.4.2.2 The internal chamber floor shall be 304 stainless steel, 20-gauge stainless steel toreduce the chances of corrosion.4.2.3 The external of the chamber shall be white, powered-coated.4.2.4 The insulation of the chamber shall be urethane and fiberglass up to at least 6” deepwithin the chamber.4.2.5 The chamber shall be equipped with 2 heated, 3” access ports.4.2.6 The chamber shall have a door interlock or latching system to help keep door secureduring testing.4.2.7 The chamber will have 2, 6” stainless steel glove ports on the doors to access testarticles during testing.4.2.8 The door will be hinged on the left side when facing the front of the chamber and becapable of opening a full 180 degrees swing to allow maximum access.4.2.9 The racks inside the chamber shall be able to support a mass of no less than 100 llbs.4.2.10 Thermal conditioning system requirements for the chamber will be self-contained tothe system.4.2.10.1 Vendor will provide two fluid interconnect lines, GN2 interconnect line,electrical conduit for the controls system, etc.4.2.10.2 Vendor will advise the weight of the system at time of order so the customercan prepare facility resources.4.2.11 The system shall utilize 240VAC, 1-phase, 50/60kHz power at less than or equal to100A. The system may utilize power less than 240 VAC, 1-phase, at 100A.4.2.11.1 Vendor will provide NASA-defined connector.4.2.12 The system shall have a backfill system capable of using LN2/GN2.4.2.13 The system will include an interior light.4.2.14 A data controller on the chamber shall be able to record all of the testing data and shallbe able to be exported to .CSV file for viewing.4.2.15 The system shall have emergency shutdown `capability in the form of an E-stopswitch, a loss of power redundancy, auxiliary relay shutdown (ambient) input, andauxiliary shutdown (ambient) relay output.4.2.16 The refrigeration type for the system shall be cascade, air-cooled.4.3 Performance:4.3.1 The system temperature range shall be at least -180°C to 200°C.4.3.2 The internal temperature transition rate shall be approximately 3°C per minute averagefrom -180°C to 200°C, of set point after stabilization measured at the supply airstream to the workspace.4.3.3 The Systems internal temperature control tolerance shall be ±2°C at any steady stateof set point after stabilization measured at the supply air stream to the workspacetemperature condition.4.3.4 The system shall be capable of providing a heat and cooling load of at least 500 W.4.3.5 The chamber shall be capable of achieving and maintaining a relative humidity of20%-95% RH in the temperature range of 20°C to 85°C limited by a 5°C dew pointwith a tolerance of ±5% RH of set point after stabilization measured at the supply airstream to the workspace.4.3.6 The chamber shall be air cooled with vertical air circulation.4.3.7 The system shall be capable of receiving communication from Arbin BTMP. Thesystem shall be able to take commands for thermal operations and stop commands.ModBus 485 is the current protocol currently being used to control existing thermalchambers from the current Arbin systems.4.3.8 All of the thermocouples inside the chamber shall be Type K.4.3.9 The default settings on the chamber controller shall be set to Type K forthermocouples. and Celsius for temperature respectively.4.4 Options4.4.1 The system may include a breakout panel located within the chamber for TC’s,voltage sense lines, etc.5.0 Administrative:5.1 The vendor shall provide data showing past performance with at least three other companiesin the aerospace industry.5.2 The system shall have a lead-time of less than or equal to 9 months.5.3 Training and installation support shall be included in the total price. There will be a minimumof two days of training. Installation will include all required systems.5.3.1 NASA will provide rigging services to have all hardware in place prior to installation.5.3.2 Demonstration of automated run using current Abrin instruments BTMP150 will beconducted before conclusion of installation.5.4 In addition to the test chamber, the following shall be provided:5.4.1 Electrical drawings.5.4.2 Refrigeration schematic.5.4.3 Mechanical schematics5.4.4 Major component vendor literature.5.4.5 General arrangement drawing or descriptive literature.5.4.6 Calibration instruction.5.4.7 Operating instruction.5.5 The equipment shall have a 1-year warranty on parts and labor.5.6 Shipping shall be included in the total price.6.0 Contractor Tasks and Deliverables:The Contractor shall perform the following tasks:6.1 Milestone 1: Provide written response of contract receipt detailing requirement satisfactionplan and details necessary for site installation of provided equipment including estimatedweight and dimension of associated equipment; gaseous and/or liquid supply and ventdiameter, approximate location, and flow rate; notional location of serviceable ports; and,electrical power and command, control, and instrumentation interface definition. Thisinformation is required in order to prepare the receiving facility for equipment installation andfunctional verification and to ensure serviceable items accommodate NASA JSC personnelaccess requirements. This milestone is valued at 35% of contract value.6.2 Milestone 2: Deliver a final design package including: an updated requirement satisfactiondescription; changes to the facility modification requirements provided in Milestone 1 if any;customer-approved equipment drawings and schematics including location of pressure reliefand e-stop components; chamber and platen manufacturing and verification status report; usertraining plan; and, a delivery schedule including dates for on-site (pre-ship) final verification,product shipment, and implementation of a proposed installation and user training plan.Changes to the final design package will be negotiated prior to package delivery. Additionalitems not defined above can be included in the final design package as necessary to ensureNASA JSC review of equipment features which effect installation within the receivingfacility, require operator access, or pertain to safe and successful equipment operation and/ormaintenance. This milestone is valued at 50% of contract value.6.3 Milestone 3: Deliver system to the address below and complete installation and training. Thismilestone is valued at 15% of contract value. If facility access or preparedness limitationsprevent implementation of the proposed training plan provided in Milestone 2 beyond 90 daysfrom final delivery, this milestone shall be renegotiated to allow partial fulfillment prior totraining completion.7.0 Period of Performance:Required items shall be delivered according to the following schedule unless reviewed and approved bycontract modification.7.1 Milestone 1 shall be delivered within 2 weeks of contract award7.2 Milestone 2 shall be delivered within TBD weeks of contract award7.3 Milestone 3 shall be delivered within 9 months of contract award
