This SOURCES SOUGHT NOTICE is for information gathering and market research purposes ONLY. THERE IS NO SOLICITATION AVAILBLE AT THIS TIME. This Sources Sought Synopsis is in support of market research being conducted by the United States Marine Corps Installations Pacific (MCIPAC) to identify capable potential businesses.In accordance with FAR 15.201(e), responses to this notice are NOT offers and cannot be accepted by the Government to form a binding contract. This SOURCES SOUGHT NOTICE is issued solely for information and planning purposes; it does NOT constitute a Request For Quote (RFQ) or a promise to issue an RFQ. This SOURCES SOUGHT NOTICE does NOT commit the Government to contract for any supply or service for the United States Marine Corps.MCIPAC anticipates a future requirement for RCF support in the areas of Operations Services-Fire Desk, Scheduling Services, Range Safety Services, and Range Safety Inspection Services.. Place of performance is onsite in Okinawa, Japan,
Fuji, Japan, Iwakuni, Japan, and Kaneohe Bay, HI.  Any contract award action that "may" arise from a future solicitation is anticipated to be awarded as a Firm Fixed-Price (FFP) contract.As a general requirement, the Contractor shall have knowledge of the overall mission, organization, functions, capabilities, administration, operations of the United States Marine Corps, Marine Corps Order (MCO) P3550.10 with Change 1, and MCO 3570.1C specifically. The contractor will be required to have a working knowledge of Range Facility Management Support System (RFMSS) is a USMC mandated program, and all range facilities are required to use this system.  RFMSS automates the training facility management functions.  Those functions include: scheduling, collecting and analyzing actual range usage data, comparing scheduled and actual activities for each range, collecting range maintenance data, collecting downtime data, collecting and summarizing range and training information. Integrated Range Status System (IRSS) is an integrated range status system that displays a military and civilian air and ground picture in real-time, depicting range and training areas along with Special Use Airspace (SUA).  The system incorporates radar feeds, an air Position Location Instrumentation (PLI), a ground PLI System, and a RFMSS interfaceThe capabilities required cover a broad range of expertise. Respondents should specify if they are able to provide all of the requested capabilities or only specific areas. Contractors shall provide the appropriate personnel required to assist Government resources to support this requirement.TASK SUPPORT AREAS include:Training Event MonitoringAssist and support range control in the monitoring of government approved training events as they progress real-time throughout the Range Training area(s) (RTA).Range SafetyAssist and support range control and range OICs in the facilitation of safe training environements throughout the RTAs.  This includes making recommendations to permanenet government personnel as well as calling cease fire in the event of range or safety procedures being violated.  Remain cognizant of training event incidents as they occur and be able to initate emergency procedures if required.Inspection ServicesAssist and support range control throughtout the RTA in the conduct of on-site inspections to confirm strict adherence by users to range safety regulations, ensure range area policing is performed, and report any range maintenance issues to the Range Control Safety Officer.Feedback and UpdatesThe Contractor shall deliver the Range Safety Officer feedback on units’ use of training facilities. Feedback shall be from the Contractor review of actual training performance, personal interviews, and customer comment sheets in order to revise special instructions in range packets, Range Cards, and Range Control proceduresThis SOURCES SOUGHT NOTICE is conducted to assist in market research and to assist the acquisition office with the following: (1) Determine the availability of vendors capable of providing services, and (2) Determine if there is sufficient competition. The Government “may” place this award in NAICS code 541330 with a size standard of $22.5 million.1. Is your company capable of performing the services outlined?2. The respondent shall provide a brief statement of experience providing the type of services, or related services, asthose outlined.3.  Provide company socio-economic status.3. Is your company likely to submit a proposal on a future solicitation of this type?4. If there are any other questions or comments, the respondent is encouraged to submit them along with your response to the Government?The MCIPAC will not reimburse all expenses associated with the development, and submission of materials in response to this RFI or use of such information.The information provided may be used by the MCIPAC in developing and/or enhancing its acquisition strategy and performance work statement.Any information that the Respondent considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.FORMAT for RESPONSE and Submission InformationThe response must not exceed 10 pages with a Times New Roman, 12-point font with at least Top, Bottom, Left, Right - 1" margins. Each page of the package should be printable on 8 ½” x 11” paper.A cover page for the response shall be included. The cover page, at a minimum, shall include the company name, address, points of contact (name(s), e-mail address(es), and telephone number(s), SAM UEI, and Commercial and Government Entity (CAGE) code.All questions with regard to this SOURCES SOUGHT is due no later than 2 November 2022, 1900 Eastern Standard Time.
