DAS CLASSIFICATION: Only Applicants prequalified by both the Department of Administrative Services (DAS) in the specified classification for this project (CONSTRUCTION MANAGER AT RISK GROUP B OR C) as of the due date of the Application, and the University, through this Prequalification Application, shall be permitted to submit a Proposal on this project. SCOPE OF WORK: The Owner intends to utilize a Construction Manager (CM) at Risk contract format with a Guaranteed Maximum Price, (GMP), with a separate negotiated pre-construction services contract. Project Intent is to bring athletics, research, clinical operations as well as entrepreneurial academics together in one building that can build upon each other. A more integrated approach to campus life, with an emphasis on recreation, athletic activity, human performance, and applied health science. Renovate existing team, coaches, visitor locker rooms for the teams remaining within the fieldhouse and Wolff Zackin facility to a standard established in the new locker rooms within the Rizza performance center. Scope of Work includes: • Renovation of approximately 80,000 GSF of the existing fieldhouse and portions of the existing Wolff Zackin swimming facility that will meet the University Design Standards and Performance Guidelines. • Renovation area is illustrated within the attached Conceptual design scheme #6. The Facility Condition Assessment narrative is provided for general information on building systems. Phasing and timeline to complete work to be established at the RFP phase. • Phase 2 will be for the remainder of the fieldhouse not included in Phase 1 PROJECT SCHEDULE/DURATION: • Design Contract Issuance/Notice to Proceed (“NTP”) Phase 1 Wolff Zackin Fall 2022 • Construction planned to commence: Phase 1 Wolff Zackin Spring 2023 • Construction Duration: Phase 1 Wolff Zackin 14 Weeks • Design Contract Issuance/Notice to Proceed (“NTP”) Phase 2 Fieldhouse Fall 2022 • Construction planned to commence: Phase 2 Fieldhouse Late Fall 2023 • Construction Duration: Phase 2 Fieldhouse 18 Months UConn/CPFP CM Request for Qualifications Rev8.18.22 Page 4 of 6 FINANCIAL ABILITY: The Applicant must demonstrate the financial ability and bonding capacity to complete a construction project with a minimum value of at least $40,000,000. SUBMITTING PROPOSAL: The Statement of Qualifications shall address the following Qualifications and Experience criteria: - Narrative of Project Approach: Prepare a narrative that demonstrates your company’s understanding of the needs of this Project. The Narrative should be no more than ten (10) pages. Concisely present an approach that includes the following: o Technical Approach: Describe your company’s process to completing the proposed scope of work within the proposed schedule, including Pre-Construction and Construction activities. o Quality Assurance/Quality Control: Describe your company’s process and procedure for managing and assuring quality during construction activities. o Cost Control and Budgeting: Provide your company’s approach for developing project and construction cost estimates and managing costs once budgets are developed. o Supplier Diversity: Provide your company’s approach for meeting and exceeding set-aside and CHRO requirements. If a joint venture is proposed, provide the proposed joint venture arrangement between the parties outlining the percentage of responsibilities and the organizational structure associated with a joint venture established for the assignment. - Project Team Qualifications – The Applicant must demonstrate the ability to staff the project with high quality, experienced personnel. Describe the qualifications and responsibilities of the key project team personnel who will be assigned to the project including their experience on similar assignments and their specific responsibilities on the proposed project. a. During pre-construction provide at minimum a full-time Project Manager, Project Executive, Superintendent, Senior Estimator, Senior Scheduler, BIM manager, MEP Coordinator and support staff as needed. During Construction provide at minimum a full-time Project Manager, full-time superintendent, full-time construction engineer(s), safety engineer, LEED coordinator, BIM Manager, scheduler, MEP Coordinator, and support staff as needed. The Applicant must demonstrate adequate levels of staffing to oversee the project through completion. b. The Statement of Qualifications shall include complete resumes for each key project team personnel as well as resumes of personnel the Applicant deems necessary to complete the purposes of this project. Utilize the Resume of Proposed Key Personnel for this Project Form provided with this RFQ. c. Provide an Organizational Chart that identifies the primary team members’ roles for this project. If after the Statement of Qualifications are submitted to the University, there are staffing changes to the proposed assignment team, the Company must notify the University immediately and submit the resumes of the staffing changes. Lack of notification could be grounds for disqualification. - Project Relevant Experience - Describe the overall qualifications of the Company, including background in this field and the services that it provides. Utilize the Proposed Team and Project Relevant Experience and Project Relevant Experience for this Application Forms. The Company shall: a. Provide Three (3) examples of projects that are in progress (at least 75% complete) or completed, UConn/CPFP CM Request for Qualifications Rev8.18.22 Page 5 of 6 comparable in size, scope, and similar environment to this project, with an emphasis on renovations while facilities are occupied, completed within the past ten (10) years. Only provide the required number of project examples listed in this section. b. For a project to be considered, the value of that project must have a minimum value of $20,000,000. A detailed description of the work performed and how it relates to the scope of work outlined in the Prequalification Application shall be included. c. If a joint venture is proposed, provide project examples where the Companies have worked together, outlining the percentage of responsibilities and the organizational structure associated the assignment. If a joint venture is proposed, provide the proposed joint venture arrangement between the parties outlining the percentage of responsibilities and the organizational structure associated with a joint venture established for the assignment. - Miscellaneous Documents: A. If certified, provide Applicant’s Connecticut certificate of Small Business Enterprise and/or Minority Business Enterprise (SBE/MBE). B. Note: During the Request for Proposal phase, the short-listed companies will be required to submit a copy of their current Certificate of Existence or Authorization from the CT Secretary of State (or copy of the Application submitted to the State of Connecticut). No information is required during the RFQ phase. CONTRACT: A draft of the contract has been provided with the RFQ documents. The University reserves the right to modify the contract or waive any informality as it deems to be in the best interest of the University. By submitting an Application, the Applicant accepts the contract and any modifications that the University deems necessary to it without exception. Applicants will be notified of any modifications to the contract made by the University. Any exceptions to the contract submitted by the Applicant will not be considered. EVALUATION PROCESS: This is a Quality Based Selection (QBS) will be a two-part process. The first part will be the receipt and evaluation of the Statement of Qualifications and the technical Qualifications and Experience, with the intent of developing a shortlist of the most qualified companies that possess the type of experience required for this project. In the second part of the process, the Request for Proposal phase (RFP), the University will provide the short- listed companies further scope information. The short-listed companies will submit a Cost Proposal during the RFP phase. Cost Proposal is not required during the Request for Qualifications stage. The University may choose to interview companies as part of the selection process; however, the proposer should not assume that this will be done. The technical proposal shall be a “stand-alone” document and may be the sole basis of selection. The University reserves the right to award the assignment based on the qualifications submitted or what best serves the needs of the University. NOTIFICATION: All Applicants will be notified of the status of their application via email as soon as practical after the Evaluation process is complete. Successful companies will be invited to participate in the RFP stage for this Project. SELF-PERFORMANCE REQUIREMENT: The construction manager at-risk is not permitted to complete any portion of the construction work with its own forces. Upon prequalification and bidding of the bid UConn/CPFP CM Request for Qualifications Rev8.18.22 Page 6 of 6 packages and after consultation with and approval by the university of the Guaranteed Maximum Price contract, the construction manager at-risk will award subcontractor contracts to each lowest qualified responsible bidder for each bid package established. SET-ASIDE REQUIREMENTS: The awarded Construction Manager is advised that they must award thirty percent (30%) or more of the value of the Guaranteed Maximum Price to Small Business Enterprises (SBE) certified by the State of Connecticut DAS Supplier Diversity Program, of that amount, one-third (10% of the total award) or more must be awarded to SBE’s who are also Minority Business Enterprises (MBE). The Construction Manager is responsible for ensuring that the SBE’s/MBE’s they have elected are eligible contractors, and that they meet state requirements. In support of the 30/10 goal, it is suggested that a thoughtful approach be considered in package size, value, and design to encourage SBE/MBE opportunities. End of Project Information Sheet
