Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential Small Businesses especially any SDVOSB offerors capable of providing the BNP Reagent under NAICS code 325413 as outlined below in the Statement of Need. The VA is exploring the possibility of a 5 year contract for this item for Pathology Lab at the VA Medical Center, Wilkes-Barre, PA 18711. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the below Statement of Need. Responses should include the following information: Business name, address, Business point of Contact. All information is to be submitted via e-mail to Ronald.Kline@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00 pm (EST) on Thursday, August 15, 2019. No submissions will be accepted
after this date and time. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. Statement of Need BNP Reagent: This BNP reagent must be compatible for use on the Beckman Coulter DXI600. This reagent is needed to perform B-type natriuretic peptide (BNP) testing in the laboratory. BNP is a member of a class of hormones that regulate blood pressure. The heart is the main source of circulating BNP in humans. Studies have demonstrated that increased levels of circulating BNP are found in early stages of CHF and the level of BNP in the blood continues to increase as the CHF disease advances. The following is a list of requirements for this BNP reagent: Reagent must be compatible to be run on the Beckman Coulter DXI600 Instrument as this is the instrument utilized with a VISN 4. Once opened, the reagent must be able to be stable on the instrument for a period of 28 days Using this reagent, the sample required for testing must be EDTA plasma Unit of measure must be pg/ml Analytical Measurement Range for this test must be 0 5000 pg/ml Must have the ability to dilute specimens for a higher result if necessary. Instrument should allow for precision on specimens diluted at a 1:20 ratio extending the reportable range to 100,000 pg/ml Must also be able to purchase calibrators and quality control material that can be used with this reagent. The calibrators should be five levels and the quality control material should be 3 levels. Calibrator values and Quality Control values must cover the entire analytical range. Substances such as Hemoglobin, triglycerides, bilirubin, fibrinogen and human serum albumin must cannot be interfering substances that would affect the test. Within run precision must be within 3.1% CV. 50 Test/Kit, Sensitivity 80.6% Packaged 100 per package, 48 packages per year.
