This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, orquotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability ofqualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled,veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-ownedsmall businesses; or small disadvantaged businesses; and (3) their size classification relative to theNorth American Industry Classification System (NAICS) code for the proposed acquisition. Your responses tothe information requested will assist the Government in determining the appropriate acquisition method,including whether a set-aside is possible. An organization that is not considered a small business under theapplicable NAICS code should not submit a response to this notice.This notice is issued to help determine the availability of qualified
companies technically capable of meetingthe Government requirement and to determine the method of acquisition. It is not to be construed as acommitment by the Government to issue a solicitation or ultimately award a contract. Responses will not beconsidered as proposals or quotes. No award will be made as a result of this notice. The Government willNOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for researchand information purposes only.The information requested will assist the Government in determining the appropriate acquisition methodincluding small business socioeconomic set aside possibilities and to determine the availability of qualifiedSmall Business companies technically capable of meeting the Government's potential requirement. All SmallBusiness companies with the capability and availability to perform the requirement under the applicable NAICScode are invited to submit a response to this notice.The purpose of this potential requirement is to purchase two (2) OPMI PICO Basic ENT surgical microscopes and related accessories.Salient characteristics:1.               MANUAL MAGNIFICATION CHANGE, 1:6 RATIO IN 5 STEPS.2.               Objective lenses: Different focal lengths from F+200mm to F+400mm (graded in steps of 50mm) Fine focus objective lenses: 250mm.3.               Main Binocular tube:  0-180 degree tiltable tube F+200 mm4.               100 W Halogen illumination 5.               Eyepiece 12.5X6.               Handgrip T7.               Wall mount with assembly plates8.               PVI HD Video live and recordingDelivery: Offerors should indicate an estimated delivery time in full after receipt of an order and any othertraining or warranty schedules applicable. Inspection and acceptance will be performed at the NationalInstitutes of Health, National Institute of Mental Health (NIMH), located in Bethesda, MD 20892.CAPABILITY STATEMENTInterested parties are expected to review this notice to familiarize itself with the requirements of this productor service. Failure to do so will be at your firm's own risk. Respondents must provide, as part of their response:(a) product, catalog, model, and/or part number(s); (b) product description; (c) best estimated delivery dateafter receipt of order; (d) all relevant information and documentation that the item(s) offered meets the salientphysical, functional, or performance characteristics as specified in this announcement. Respondents thatbelieve that they are authorized resellers of the equipment described in this announcement may provide, inaddition to the aforementioned information, as part of their response: quantity; estimated price or cost;shipping, handling, and/or installation charges. The respondent must also provide their DUNS number,organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.)pursuant to the applicable NAICS code and any other information that may be helpful in developing orfinalizing the acquisition requirements.One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11point or12point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or doublespacing.The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executivesummary, or references, if requested.The information submitted must be in an outline format that addresses each of the elements of the productrequirement.
