A. PURPOSE OF THIS REQUEST FOR PROPOSALS The Sandoval County Board of County Commissioners is accepting sealed proposals for Veterinary Services (NIGP Commodity Codes 96186). Responses will be accepted in the Finance Department, Attn: Leslie Olivas, Sandoval County Administrative Bldg., 1500 Idalia Road, Bldg. D 2nd Floor, P.O. Box 40, Bernalillo, New Mexico up to 3:00 p.m. (Mountain Standard Time) on February 23, 2023. Late submissions will not be considered. The Sandoval County Board of Commissioners reserves the right to reject any and all responses. B. SANDOVAL COUNTY BACKGROUND Sandoval County is a Class A county located in central New Mexico. It covers over 3,700 square miles of both urban and rural areas with a population of approximately 148,800 people according the 2020 census. Sandoval County has a commission/manager form of government. The Board of County Commissioners consist of five members elected by voters within their respective districts. The County Manager is
appointed by the Commission to carry out policy and serve as chief administrative officer. Sandoval County is in the process of building a full-scale animal shelter that will include veterinary services on all impounded pets. Until that occurs, however, the County is limited to a temporary climate-controlled kennel structure(s) for dogs and volunteer foster homes for cats. Veterinary care is accomplished by transporting impounded animals to community based veterinary clinics for required medical care. Due to market shortages and types of need, we are frequently presented with challenges in securing routine, specialty, urgent, and/or emergency care in an efficient manner. C. SCOPE OF PROCUREMENT Sandoval County is soliciting proposals from prospective offerors for Licensed Veterinary Services for impounded pets, primarily cats and dogs. This RFP is seeking as many vendors as possible – both mobile and clinic based – to respond specifically to the services they can offer as the County recognizes that these will be varied among the services each provides. D. TERM OF CONTRACT This Request for Proposal is to contract on a yearly basis with the option to renew the contract annually for a maximum of four (4) years subject to funding availability and satisfactory completion of the Scope of Services.
