The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a Firm, Fixed-Price (FFP) contract to Carolina Power Systems (CPS) of Sumter, SC to procure Multi-Function Monitors (MFM) for DDG 113 and follow-on ships. The CPS MFM's that are currently installed and aboard DDG 103 through DDG 112 are obsolete. The CPS MFM's are identified as the viable solution to replace the obsolete monitors, as they are the only direct replacement that meets the requirements outlined in the MFM III Purchase Specification, 507-324-14B. In addition, they are the only company that has designed a MFM that can communicate with the DDG 51 Class Machinery Control Systems and ships network. The CPS MFM's are designed, developed and solely manufactured by CPS, and the interface software which allows the hardware in the COTS MFM to integrate with Government systems is considered proprietary information. The CPS MFM's will provide the commonality and conformity with existing installations,
which will reduce training and logistics for the remaining DDG Class ship installs. This procurement action is being conducted in accordance with FAR Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1.The applicable NAICS code is 335313.Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.A hard copy of the solicitation will not be made available.
