Accordingly, the Buffalo Board of Education request publishers to submit instructional systems for review and evaluation. An instructional system must consist of the following components: 1) educational materials to be used by students; 2) resource materials to be used by teachers to support the curriculum; 3) instructional technology, and 4) professional development training. Publishers may submit an instructional system for one or more of the following subject areas and grade levels within the content area: (a) Reading Series for Pre-Kindergarten The purpose of this RFP is to provide the
Buffalo Public Schools with a scientific, evidenced-based, rigorous, prekindergarten reading series that is aligned to the New York State Early Learning Standards. The reading series will be available to all schools and community organizations funded under Universal Prekindergarten (UPK) in the City of Buffalo who offer UPK: for student and teacher use. The reading series must be culturally responsive and offer online resources for teachers and families. It must reflect the importance of every student’s engagement with the New York State Prekindergarten Learning Standards (NYSPKLS) and ensure a developmentally appropriate approach to learning is achievable as outlined by the New York State Early Learning Guidelines (NYSELG). Additionally, the reading series must help children develop social-emotional skills, background knowledge, phonological awareness, vocabulary, oral language skills and content through theme-based learning. Lastly, the program must be adaptive to meet the needs of all learners, including multilingual, special education, and advanced students.
