Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) has a requirement for training and coaching services for its personnel pertaining to the planning, design and construction of Sensitive Compartmented Information Facilities (SCIF) and Special Access Program Facilities (SAPF). The training and coaching services at a minimum will consist of the following: Course shall be based on ICD-705 series documents, UFC 4-010-05, CNSSAM TEMPEST 1/13, RF Shielding Best Practices and basic design principals required for proper ICD-705 designs and geared towards designers and construction managers. The course shall include all design requirements to ensure follow-on construction will meet final accreditation requirements. Lessons learned and best practices shall be incorporated into the facility design training, to include comparisons of correct and incorrect design and construction examples and use of actual design plans for tutorial purposes. Training shall also focus on Fixed Facility Checklist and TEMPEST checklist requirements and completion. In addition to technical education, the course shall provide instruction on Construction Security Plans, construction site security, to include roles and responsibilities of the Accrediting Official, Site Security Officer, Site Security Manager, Construction Surveillance Technician, and Cleared American
