The County of Riverside Purchasing Department on behalf of County of Riverside Sheriff’s Office (RSO), California Public Records Act (CPRA) Unit/ Information Services Bureau (ISB) are seeking proposals from qualified parties qualified in providing multimedia redaction services as detailed in this Request for Proposal (RFP). Key Principles: The primary goal of CPRA and ISB are to provide the public and other requesters with records and documents which were created by RSO, most often during a reported incident. For privacy and investigative concerns, as codified by law, RSO often makes redactions to records produced in print (electronic), audio, and video prior to releasing the records to the requester. Program Objectives: To provide a cost-effective web-based service which allows both the CPRA and ISB units to make the necessary redactions to digital records of all mediums. The CPRA Unit edits approximately 100 body worn camera videos per year, with each video containing video and audio. The length of each video ranges from a few seconds up to several hours. Program Outcomes: The successful bidder will have a web-based platform which integrates artificial intelligence (AI) into seamless redactions. AI specifications will be available below, but at a minimumshould include facial, license plate, and object recognition. Target Population/Historic information: RSO has offered copies of written reports, and some audio/video, to requesters for years. However, in 2019, the CPRA Unit was created due to a drastic rise in the number of requests for public records and the need to respond to the requests within statutory timeframes. Each year, the number of requests increases, and a more efficient video/audio redaction service is necessary to comply with mandatory
