Tuolumne County is in need of firm to conduct a hazardous materials investigation of the Historic Yaney Building. This investigation would include the following items: asbestos survey; lead paint assessment; and sub-floor investigation.BackgroundConstruction of the Yaney Avenue Historic Courthouse began on July 20, 1898, and was deemed completed by the Board of Supervisors on July 23, 1900. The Courthouse originally housed various government offices such as, the Sheriff's Office and Superintendent of Schools on the first level; the Treasurer, Clerk, Assessor, and District Attorney on the second level; Judges' chambers, a law library, courtrooms, and County Board of Supervisors' Chambers on upper floors. Over time, the use of these spaces may have changed, but the original layout and purpose of each floor provides valuable insight into the building's history. On September 17, 1981, the Courthouse was entered into the National Register of Historic Places. The beautifully constructed,
three-story yellow Roman pressed brick and sandstone building, served as the Superior Court for the County of Tuolumne until Superior Court operations ceased on November 12, 2021, and were moved to their current location. The County's goal is to restore and repurpose the facility into County Offices. In doing so, it will require careful consideration and planning to protect and sustain its historical features. This project involves design and comprehensive plans for both the interior and exterior of the structure, which shall include the preservation of historic features while incorporating modern amenities. The Yaney Building is roughly 21,000 sq. ft. and consists for three floors plus a mezzanine (See Attachment A- floor renderings). Over the years there have been modifications made to the building, including several interior areas which sub-floors were installed. Tuolumne County has hired Lionakis to provide design services for this building. Currently we are in the final stages of Schematic Design of this facility. In order to finish the drawings, we are in need of an asbestos and lead based paint survey report for this building.
