ANNOUNCEMENT OF EMPLOYMENT OPPORTUNITY SENIOR EQUIPMENT OPERATOR - SOLID WASTE PUBLIC WORKS DEPARTMENT Hiring Range: $21.2562 to $26.5702 FLSA Status: Non-Exempt Pay Grade: 109 Full Pay Range: $21.2562 to $31.8843 Deadline to Apply: Open Until Filled Position Summary: Under the direction of the Solid Waste Supervisor, will operate a stationary crane, front-loader, backhoe, bulldozer, rear-load, side-load, front-load and roll-off refuse collection vehicles and other specialized equipment in a variety of Transfer Station and Collection activities. Adheres to safety rules and guidelines to ensure crew and public safety. Completes multifaceted tasks using large industrial machinery related to job completion. Trains and monitors Equipment Operators and Maintenance Workers. Distinguishing Characteristics: The Senior Equipment Operator exercises technical and functional supervision over other staff. Essential Duties: Assist the supervisor to ensure daily tasks and assignments are covered and
completed in a safe and timely manner; and maintain individual work log; make decisions as needed related to daily field work; establish and maintain effective working relationships with team members and the general public. Oversees the operation and maintenance of the Transfer Station and surrounding buildings, while performing routine maintenance and repairs on vehicles and equipment. Trains and supervises prospective drivers for commercial driver's license exam. May operate side load, rear load, and roll-off truck on assigned routes or fill open routes and deliveries. Meets with crew leaders and other supervisory personnel to determine job methods and best use of motorized equipment. Lead, plan and participate in all related aspects of the daily activities for assigned operational area; Operate scale and computer equipment related to the Transfer Station operation and perform related duties as required. Recommend and assist in the implementation of organizational goals and objectives and implement policies and procedures. Operate solid waste collection equipment in the performance of commercial, residential, or uncontained solid waste collection routes as required utilizing proper safety precautions related to all work performed. Assist management to observe and enforce the requirements of all traffic laws, ordinances, and City of Prescott Personnel Rules. Assist with and participate in safety programs as required by OSHA including job hazard assessments, training, and use of proper personal protective equipment. Respond to customer complaints and issues, requests for service, and inquiries about solid waste collection service regarding changes in service levels, frequency of service, or general solid waste issues using database inquiry system. Provide face to face and over the phone customer service. Identify equipment needs for assigned projects and make recommendations to the supervisor or manager regarding equipment conditions and repairs needed. Respond to account and billing related issues, including dealing with customers to find solutions and improve solid waste service. Train, coach and mentor staff; instruct personnel in appropriate behavioral and performance standards in order to be consistent with Solid Waste Division, departmental, and city-wide goals and objectives; and provide leadership to other Solid Waste Services staff. Perform office duties including answering phones, submitting work orders in Lucity, tracking collection routes on GPS (LiGo), auditing routes, writing memos, and performing site inspections for roll-off services. Other duties as assigned. Qualifications: Must possess knowledge in the operation of all vehicles, equipment and scale house operations utilized within the Solid Waste Division. Education and/or Experience: Must have two years experience operating heavy equipment or driving commercial vehicles, including one (1) year accident/claim-free driving a residential, commercial route or transfer station. Licensing, Certification, and Other Requirements: The successful candidate will possess a valid Class B Arizona Commercial Driver's License (CDL) in good standing, and be able to obtain a Class A within six (6) months of hire date. This position may be required to work Saturdays and any combination of days to meet the needs of the Solid Waste Division. Must be available to work overtime, nights, weekends, and holidays. Knowledge of basic preventative maintenance on assigned equipment. Knowledge of basic supervisory methods and techniques. Knowledge and operation of all solid waste collection vehicles and equipment. Knowledge of occupational safety and health policies and procedures related to solid waste management. Skill in operating and working around moving equipment; following written and oral instructions; oral communication in one-on-one and group situations; utilizing public relations techniques in responding to customer inquiries and complaints. Skill in resolving issues from field employees and act as point of contact for staff members. Ability to make decisions as needed related to daily field work. Ability to plan and execute training programs regarding operation of all types of solid waste equipment and safe operating practices. Ability to maintain all city equipment in clean, safe operating condition. Ensure proper records, daily logs, time sheet information, accidents and injuries, determination of carry-out requests, and other operational data are entered into Munis, Lucity and Solid Waste Drives. Physical Demands And Working Conditions : Effectively and safely perform required job duties; safely operate city vehicles and equipment as needed. Must be able to see clearly, with correction if necessary, during both day and evening hours and in potentially adverse weather conditions. Must be able to clearly, concisely and effectively communicate in person and over the telephone.
