The Naval Sea Systems Command intends to award a sole source follow-on bridge contract to Phoenix International Holdings, Inc. for a six (6) month base period with three (3) additional one-month options, totaling nine (9) months, if all options are exercised. The current contract is for the procurement of services in support of Navy and National emergencies requiring salvage and diving operations including a wide variety of search, recovery, and rescue operations, including operations relating to sinking, grounded or sunken vessels, vessels on fire and vessels adrift. They also include locating, accessing and raising submarines; searching for and recovering lost aircraft and human remains; containing and mitigating oil/hazardous substance spills; cleaning vital ports/waterways; conducting underwater battle damage repair and underwater ship husbandry.The current contract ends on March 2021 and the follow-on competition is not expected to be awarded until September 2021, leaving a gap with no support services for a minimum of six months. The intent of this follow-on bridge is to fill that anticipated gap. This contract will be awarded pursuant to 10 U.S.C 2304 (c)(1) and the Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. No other source has the capability to perform the work described herein in the time frame required to meet NAVSEA's operational needs without resulting in unacceptable delays and a substantial duplication of costs. This announcement is published for informational purposes
