(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) The solicitation number is 75N95019Q00296 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05, effective August 13, 2019.(iv) The associated NAICS code is 325414 and the small business size standard is 1,250 employees. This requirement is full
and open with no set aside restrictions.Description(v) The National Center for Advancing Translational Sciences (NCATS) at the National Institues of Health (NIH) seeks to purchase a compound library of 509 bioactive compounds: MedChemExpress or brand-name equal. The specific 509 compounds are identified in the attached list and are all part of MedChemExpress' Bioactive Compound Library.See the attached list for the specific 509 compounds.The salient characteristics of the brand-name or equal compound library include:1. Each compound must be provided in 10mg quantity.2. Each compound must be provided as a powder (solid).3. Each compound must have a confirmed purity of >90% (accuracy +/-5%).4. The compound library must conform to drug-like parameters such as distribution of molecular weight, solubility, lipophilicity, hydrogen bond donors and acceptors.5. The compounds must be replenishable. They must be available for resupply or resynthesis if needed for NCATS follow up in the future.The contractor must also provide the following information electronically for each individual compound. This information must be provided via email referencing individual compound vial barcodes:1. Chemical structure or simplified molecular-input line-entry system (SMILES) or equivalent chemical structure information2. Supplier ID3. Plate ID4. Well location5. Tube ID6. Concentration in millimolar7. Volume in microliters(vi) Delivery is to occur within eight (8) weeks after receipt of vials supplied by NCATS.Delivery shall be made to the below address with FOB Destination, to the point of contact designated on the purchase order.National Center for the Advancement of Translational Sciences9800 Medical Center DriveRockville, MD 20850Evaluation and Award(vii) The Government plans to award a contract resulting from this solicitation. The resulting award will be made to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Technical Capability, Past Performance, and Price. Comparative evaluations will be conducted.(viii) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(ix) The anticipated award date is August 29, 2019.Vendor and Submission Requirements(x) Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.(xi) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of performing the required service. Responses must also include the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), the certification of business size, and the completed offeror representation in FAR Provision 52.204-24 (attached).(xii) The price quote must include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, product or catalog number(s); product description; what the warranty covers; and any other information or factors that may be considered in the award decision.
