The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a sole-source Basic Ordering Agreement (BOA) to Rockwell Collins, Inc, 400 Collins Rd., NE, Cedar Rapids, IA 52498 for the procurement of production support of the AN/ARC-210(V) electronic protection (EP) radio and associated support equipment.The AN/ARC-210(V) Electronic Protection (EP) radios were developed to meet the requirements of Navy Decision Coordinating Paper (NOCP) W0661-CC, dated November 1976 and updated 13 June 1978. During and after the Vietnam War, the Fleet needed a combined UHF AM/FM radio that could fit in the space allocated to the AN/ARC-159(V) radio. Subsequently, the addition of mandatory requirements for interoperability with the Air Force HAVEQUICK (HQ) and Army Single Channel Ground to Air Radio System (SINCGARS) jam-resistant modes emerged. The AN/ARC-210(V) EP radios are intended to counter threats identified by the Office of Naval Intelligence Threat
Assessment ONI-CTA-005-13 Vol 2 Maritime Command, Control, Communications, Computers, Navigation, and Identification of Friend or Foe Systems, dated 30 August 2013. The AN/ARC-210(V) EP radios include a Demand Assigned Multiple Access (DAMA) Satellite Communications (SATCOM) capability to meet the requirements of the Joint Chiefs of Staff Memorandum MCM-105-94, dated 31 August 1994, and the Chairman of the Joint Chiefs of Staff Instruction CJCSI 6251.01, dated 31 July 1996. This instruction set requirements for having a 5 kHz and 25 kHz secure voice and data DAMA SATCOM capability by 30 September 1996. The AN/ARC- 210(V) EP radios also include: an embedded digital information exchange capability to receive and transmit Variable Message Format (VMF) Tactical Digital Information Link (TADILK) messages; embedded cryptographic functions; Memory Loader Verifier (MLV) capability; and embedded Link 4A/Automatic Carrier Landing System (ACLS) capability. Additionally, future upgrades may include: growth provisions and implementation of the Joint Precision Approach Landing System (JPALS) UHF data link; Second Generation Anti-Jam Tactical UHF Radio for NATO (SATURN); interoperability with evolving VMF and SATCOM standards including the Mobile User Objective System (MUOS); new embedded cryptographic functions; and emerging tactical airborne networking architectures.This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Collins Aerospace is the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this effort.THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement.  The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
