The Joint Warfare Centre (JWC) intends to issue an Invitation for International Bidding (IFIB) for the acquisition of one passenger vehicle (bus) for its headquarters in Stavanger, Norway.  Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States; 2) be approved for participation in NATO International Competitive Bidding (ICB); 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government; and 4) have performed at least one contract within the last three years substantially similar in scope and in magnitude to the requirement described in the solicitation.In addition, the company must have warranty approved service, support and maintenance possibilities in close vicinity of the delivery location. Contractor personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field.Partial bidding is not authorized. The reference for the IFIB
is IFIB-ACT-JWC-20-98 and all correspondence regarding the IFIB should include that reference. REQUIREMENTThe planned acquisition is for one bus with 57+ seats. Bidders must have the possibility to perform local service and maintenance in the Stavanger area at an approved brand name provider.BECOMING ELIGIBLE TO BID  NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. firm must be approved for participation in NATO ICB.  U.S. firms are approved for NATO ICB on a facility-by-facility basis.The U.S. NATO ICB application is a one-time application.  The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.U.S. firms can download a copy of the U.S. NATO ICB application from the following website:http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunitiesThe application and supporting documentation may be submitted as e-mail attachments.  If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email:- the title and/or solicitation number of the contract- the name/phone/FAX/email of the company point of contact for the bid documentsAfter approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a DOE for the contract.  The Department of Commerce will transmit the DOE to the NATO contracting agency. IMPORTANT DATESU.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 20 October 2020JWC issues IFIB (planned): October 2020JWC will directly e-mail this IFIB to all potential bidders and will also post the IFIB on the following Website: https://www.jwc.nato.int/organization/contracting  Bid closing (planned): December 2020
