PRE-SOLICITATION NOTICENOI-NIAID-2128569NAICS – 541380, Testing LaboratoriesThis is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with GenScript USA Inc to procure synthetic peptides to continue analyzing the responses in on-going studies by various flow cytometry and immunological assays.The Laboratory of Virology (LV) conducts innovative scientific research on viral agents requiring high or maximum containment (biosafety level-2 to biosafety level-4). These agents include filoviruses, bunyaviruses, arenaviruses, and flaviviruses. Research studies focus on vector/reservoir transmission, viral ecology, pathogenesis, pathophysiology, and host immune response of these viral pathogens. A significant goal is to develop diagnostics, vaccines, and therapeutics against these agents. The Immunobiology and
Molecular Virology unit (IMVU) within LV, performs animal experiments, including non-human primate studies evaluating responses to viral infections, and many studies on filoviruses. This requirement is for custom synthetic peptide to continue analyzing the responses in these on-going studies by various flow cytometry and immunological assays. These studies on filoviruses require highly purified and concentrated peptide libraries to study the responses in cellular systems. They are not commercially available as stock peptide libraries. They must be custom made to order. Also, these peptide libraries, due to their very specific requirements and modifications, are produced by a very limited number of companies. GenScript is the only company that can properly synthesize the proteins of interest.”The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
