The requirement is for the contractor to provide the required labor, engineering and technical support, materials, tools, equipment, test stations, fixtures, packaging, handing, shipping, transportations and all other resources required to support the SEWIP Block 3 Electronic subsystems within the AN/SLQ-32(V)7 systems.  The government anticipates approximately 84% supplies and 16% services.The Government

anticipates the award of a Basic Ordering Agreement (BOA) with a 5-year ordering period. Job Orders (JO) issued against the BOA will establish the firm requirements and will include the unit of issues, destination information, delivery schedule and or the period of performance when applicable.  Individual job orders will specify delivery dates or period of performances in relation to the requirements of those specific orders.   The period of performance for service job orders will be based on scope of the service to be provided and the program need dates for the service.  The Product Service Codes R425, J019, J058, 5865 and 5999, are anticipated to apply to the planned procurement.SOLE SOURCE PROCURMENT - The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Northrup Grumman Systems Corporation, (NGSC) 15808 W. Nursery RD. Linthicum Heights, MD 21090-2202, under the authority of 10 U.S.C. 2304(c) (1) [10U.S.C.2304 (a) (1)], as implemented by FAR 6.302-1(a)(2), only one responsible source. The requirement is being solicited on a sole source basis because as the developer and producer of the Block 3 system, NGSC is the only source capable of providing the highly specialized series required to support Block 3. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
