Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Veteran Owned small Business, Veteran-owned small business, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, Small Business HUB Zone business, or Other than Small Business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below: The Long Beach VA Health Care System (VALB) located at 5901 E. 7th St, Long Beach, California, 90822, has a requirement for a vendor to create a Veteran Experience Magazine specific to the VALB. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 511130, Book Publishers (1000) or 511199, All Other Publishers (500). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published. The following is a Draft Summary of what the current project/requirement is. Performance Work Statement (PWS) For Veteran Integrated Platform (VIP) Experience Magazine The Tibor Rubin Veterans Affairs Medical Center Long Beach (TRVAMC), 5901 East Seventh Street, Long Beach, California 90822, has a requirement for a Magazine publication for TRVAMC. This Veteran Integrated Platform (VIP) Experience Magazine will be delivered in four (4) quarterly installments and one (1) special edition installment or five (5) installments throughout the year. The VIP Experience Magazine shall provide the inpatient and outpatient population a magazine with featured articles about VALB and for the patients wellness, education, and experience. GENERAL REQUIREMENTS: The VIP Experience Magazine project requires the contractor to provide a published magazine which includes all project management, scheduling, editorial, designs, images, writing, interviews, delivery and print for five installment magazines throughout the year. We are projecting that TRVAMC will need fifty (50) thousand copies per installment. TECHNICAL REQUIREMENTS: 2.1. Provide a 24-page high quality magazine. 2.2. All publication magazines are 8 3/8 x 10 7/8. Four quarterly magazines delivered on deadlines set forth by VA. Provide 1 special edition per year in review magazine. All articles are to be veteran facing. At least 65# quality cover stock and 70# quality gloss interior. Contractor is responsible for overrun costs at no cost to government. Must include Digital Version, Print Version. Digital Version is to be 508C compliant. No limit on words or pictures. Unlimited customization. Editing includes but not limited to standardizing any client supplied content or vendor supplied content. Provides standardized language, reading level and punctuation to specifications of VA. ADDITIONAL REQUIREMENTS: Contractor ensures quality finish and delivery. Shall be packaged and delivered in a manner that is acceptable to the government. Contractor provides layout and project schedule for VA approval. Contractor provides standard editorial guidelines and style guide. Contractor provides design department with applicable images based on the articles. Incorporates branding and include URL of organization and QR codes. Provide back as a mail panel.
