The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a sole source acquisition with only one source, Dr. Dennis McCarthy, under the authority of FAR Part 6.302-1(a)(i)(A) One Responsible Source. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. USNO requires expert contractor support with Earth Orientation Parameter (EOP) with the knowledge and skills required to support USNO to continue with maintaining and updating the IERS 2010 conventions, contribute to the planning and execution of the update to the IERS Conventions expected to begin after 2019, and review ICDs and RFCs for consistency with the IERS conventions and other EOP and Timing Products. The contractor will investigate
and reply to any incoming questions regarding the current conventions, ICDs, RFCs, and communicate effectively with other IERS experts and/or GPS wing personnel to ensure the successful propagation of changes, clarifications, and updates to the existing conventions. The contractor will analyze existing IERS Conventions information to determine if and when updates need to be made; provide prompt and accurate response to questions and concerns regarding the 2010 IERS Conventions as posted on the IERS Conventions webpage and mirror site; review background technical papers related to the underlying theory provided in the Conventions; interface effectively with international colleagues who share IERS ownership and responsibilities; assist USNO personnel with the beginning preparation and execution of the major IERS conventions update coming in the near future; perform duties as specified for an Editor-in-Chief for some of the IERS Conventions Chapters; and assist USNO personnel in responding to concerns and questions regarding ICDs and RFCs. Reference the attached SOW. It is anticipated that the contract will contain a twelve-month base period and up to four twelve-month optional periods. The estimated quantity is 24 hours per month for the twelve-month period of performance. There are four additional optional periods associated with this acquisition through 14 May 2024. The estimated date of award is 15 May 2019 through 14 May 2020 for the base period. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification System (NAICS) Code is 541690 “Other Scientific and Technical Consulting Services”. The Small Business Size Standard is $15Mil. This notice is NOT a request for competitive proposals.However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This special notice will close 10 days after posting. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision.
