Compost Facility Operator Study Guide 2.1 PROJECT BACKGROUND
The Alberta Compost Facility Operator Certification Program is regulated under Alberta Environment and Parks (AEP). The
need for certified operators at AEP regulated solid waste management facilities are established through Section 25 of the Waste Control Regulation. This program covers the competencies and minimum education required for compost facility operators.
In winter 2014, solid waste operators were surveyed for their recommendations on the program. Although overall satisfaction with the program was high, operators identified several areas for improvement including the need for more resources for operators, such as training manuals or study guides.
The development of a Compost Facility Operator Study Guide will serve an educational resource to help compost facility operators prepare and challenge the Alberta compost facility operator certification exam. The study guide will also be used as a best management reference material for compost operators on how to efficiently run compost facilities while protecting public health and the environment.
2.2 PROJECT OBJECTIVES
AEP is seeking proposals for the development of a compost facility operator study guide (approximately 100 to 200 pages) that covers all the key competencies of the compost facility operator certification program. The compost facility operator study guide must cover the following six key competency areas in a chapter format:
•    Composting & Organic Waste Management
•     Composting Science & Processing
•     Composting Methods & Equipment
•    Composting Regulation for Environmental Protection
•    Compost Facility Operation & Management
•    Communication and Occupational Health and Safety
The study guide must include multiple choice questions at the end of every chapter to cover all the key concepts in each chapter. Each chapter must have a minimum of 20 multiple choice questions and answer keys. The layout, graphic design and level of content required for the study guide should be similar to the published Landfill Operator Certification Study Guide.
