The City of Greenwood is searching for a qualified contractor to provide the following (not listed in order of preference): 1. Demolition of the following structures and greening lots as indicated in the specifications provided herein. • 206 Cokesbury St (Parcel ID: 6856-296-250) • 806 Gage St (Parcel ID: 6855-213-792) • 511 Hall Ave (Parcel ID: 6856-126-033) • 805 Kings Ct (Parcel ID: 6855-164-827) • 708 Chipley Ave (Parcel ID: 6856-295-078) • 621 McLees Ave (Parcel ID: 6855-262-774) • 120 Walker Ave (Parcel ID: 6856-312-339) • 349 Marion Ave (Parcel ID: 6845-823-724) • 656 Gage St & house at 658 Gage St (Parcel ID: 6855-122-881) *Multiple structures on the parcel. Only the dilapidated structures should be removed. Commercial convenience store on neighboring property to remain. See attached maps in Appendix A. 2. Material Removal & Disposal: Contractor is responsible for properly removing and disposing all material (asbestos containing and other demolition related materials) at a licensed landfill. Prior to any payment being issued, landfill tickets must be provided as proof of proper disposal. A list of approved landfills can be obtained from SCDHEC. Although a landfill may be approved to accept regulated asbestos waste per DHEC's Bureau of Air Quality, the landfill may choose not to accept it due to the special handling and tracking that is required. Please contact the landfill directly to determine whether or not the landfill will accept regulated asbestos waste. 3. Air Monitoring: Air monitoring is required during all removal activities and will be provided by Crossroads Environmental, LLC and Summit Engineering, Laboratory & Testing, Inc. Contractors will be expected to work together on scheduling to perform work as diligently and quickly as possible. Asbestos reports attached. 4. Once all ACM has been removed, contractor is to demolish, remove all debris, safely transport and properly dispose of materials. Prior to any payment being issued, landfill tickets must be provided as proof of proper disposal. 5. Sewer Abandonment: All sewers must be capped per the attached specification provided by Greenwood Metropolitan District (GMD). The contractor will be responsible for contacting GMD to request marking and witness the finished product. All questions and specificities regarding the capping of sewers shall be directed to GMD at 864.943.8000. The City will handle all other utilities. 6. Any accessory structures on the parcel shall be removed. 7. Driveways: All driveways to be removed unless otherwise indicated. 8. Footings: All footings to be removed from the site. 5 9. Fill all crawl spaces, basements or septic tanks holes with compacted red clay. Existing dirt on a lot may be used to level the lot if it does not cause erosion, depressions, or other drainage problems. 10. The contractor is required to clear the lot of all undergrowth, small trees, damaged trees and dead trees clearly within the identified parcel. Standing healthy trees will not be removed unless specified. When removing trees the Contractor is required to remove tree stumps and fill-in depression with dirt or grind the stump below grade. In instances where healthy trees remain, contractor shall use caution to protect the root systems of trees during demolition and greening. The Owner has not surveyed the properties. Any trees that are questionably over the property line should remain. The Owner and selected contractor shall meet on site prior to beginning the contract to discuss any trees in question. 11. Dust Control: It is the responsibility of the contractor to use good judgment to control dust during demolition and keep complaints to a minimum. Use wet demolition practices if needed. If there is a problem with dust accumulating on other exterior property, the contractor will clean the exterior of property real or personal. 12. Safety Fence: Shall be provided by the contractor if needed. 13. Erosion Control: The contractor will provide silt fencing if needed for erosion control or as required by DHEC or City Staff. 14. Greening/Site Restoration: After demolition is complete, these lots require a greening program that will result in a parcel that can be mowed with a household mower. Greening will need to be lot line to lot line as provided in Appendix A. • All overgrowth and debris (including rocks, bricks, landscape timbers and trash) to be completely removed from the lot. • Topsoil should be applied to achieve a smooth, level lot and positive drainage, resulting in no standing water. • Grass seed and straw required. Seed with a seasonal blend at 50 lbs per acre. 15. Contractor responsible for any damage to road surface or adjoining properties. Take special caution with loading and unloading heavy equipment. 16. The Contractor must furnish everything to complete the work including but not limited to, all equipment, trucks, tractors and related equipment and materials, labor, Insurance (including Workers Compensation) and all City and State Permits required to complete the work. By submitting a bid, you certify that you have the qualifications necessary to complete the work as presented in the Request for Bids. 17. The contractor is solely and completely responsible for the condition of the worksite, including safety, once work has begun. The property should be left in a safe manner and properly secured to deter trespassing and potential injury. While the manner of security can be determined by the contractor, orange barricade fencing should be considered. This requirement will apply 24 hours a day until the acceptance of the Work by the City and is not limited to normal working hours. The Contractor shall take all reasonable precautions for the safety of, and shall provide all reasonable protection to prevent damage, injury, or loss to: • All employees completing the Work and all other persons who may be affected thereby; 6 • All the Work and all materials and equipment to be incorporated therein, whether in storage on or off the site, under the care, custody, or control of the Contractor or any of his Subcontractors or Sub-subcontractors; and • Other property at the site or adjacent thereto, including trees, shrubs, lawns, walks, pavements, roadways, structures, and utilities not designated for removal, relocation, or replacement in the course of contract completion. 18. Contractor to ensure house is free from vagrants prior to proceeding with any work. 19. The Contractor will commence the work required by the contract documents immediately upon execution of the Agreement and issuance of the Notice to Proceed. 20. The City/County Building Official or his designee shall inspect the work and advise the Contractor of any deficiencies in the work, which the Contractor shall properly remedy; however, the Building Official nor the City shall not control the actions of the Contractor or the manner in which the Contractor determines to complete the Work SPECIAL CONDITIONS OF CONTRACT 1. The Owner reserves the right to reject any or all Bids and waive any technicalities or informalities. 2. The Owner may request references and experience records of the successful Bidder prior to the Contract award. 3. Specific monies have been allocated to do this project. Should the bid exceed the funds allocated; the Owner reserves the right to award that portion of the Contract within the available funding limit. Should the actual in-place quantities exceed the estimated quantities shown, the Owner reserves the right to limit the contract work to the number of square yards shown on the bid form, or to a quantity of paving and striping at the quoted unit prices allowable by available funds. 4. The Contractor shall meet the current state guidelines for minority and women owned business participation if subcontracting any portion of this work. 5. The Contractor shall complete the work as noted in the Detailed Specifications. 6. STANDARD OF QUALITY - Equipment, material or articles, if herein specified, are all of design or construction as selected for this Contract, and they shall be construed as being a minimum standard. Should the Bidder desire to quote on equipment materials or articles claimed to be equal to that specified he may do so, provided that he shall submit cuts and complete descriptive matter of such other equipment, materials or articles with the submitted bid. 7. No bid may be withdrawn within thirty (30) days of the bid opening date. 8. CHANGE ORDERS: Changes to the Work must be approved by the City in writing prior to additional work being started. 9. TIME OF COMPLETION - TIME OF COMPLETION/DEFAULT - The work to be performed under this contract shall commence within 15 days of the signed Agreement and issuance of the Notice to Proceed (NTP). Weather permitting; work shall be completed within 60 days. No property should take more than 5 days to remediate. Once remediation and demolition begin on a property, the property should be razed, and the site cleared prior to moving to another property. Contractor shall give written notice to the Owner within 5 days of any weather delay extending the Project Completion Time by stating the weather condition causing the delay, specific work delayed and the total time of the delay. This delay notice must be approved in writing by the City Manager. Otherwise, the project completion time will not be extended. In case of failure on the 7 part of the Contractor to complete the work within the Project Completion Time or approved extensions thereof, the Contractor shall be liable to the Owner for all damages sustained by the Contractor’s failure to complete the work in a workmanlike manner. Time is of the essence in this contract and the Contractor shall pay to the Owner, not as a penalty, but as liquidated damages, 1% of the contract price for each calendar day that Contractor shall be in default completing the work within the Project Completion Time, as extended only by the City Manager’s written approval. Because of the difficulty of fixing damages suffered by the Owner because of such default, damages are herein agreed upon as stated. In the event Contractor defaults under the terms of this agreement, the Owner may seek all available remedies, at law and in equity, and recover all costs of enforcement of this agreement, including reasonable attorney’s fee. 10. COLLUSIVE BIDDING: More than one bid or one contract from an individual, a firm or partnership, corporation, or an association under the same name or different names will not be considered. Reasonable grounds for believing that the Bidder is interested in more than one bid for the same work will cause the rejection of all bids in which such Bidder is interested. Any or all bids will be rejected if there is any reason for believing that collusion exists among any of the Bidders; participants in such collusion will not be considered in future bids. 11. GENERAL LIABILTY INSURANCE: This insurance to be on the comprehensive form, shall protect the Contractor, and shall be written to include the City of Greenwood against any/all claims arising from injuries to the public, or damage to property of others arising out of any act or omission of the Contractor, his agents, employees or subcontractors. The Contractor and all Subcontractors shall carry Workman’s Compensation and Employer’s Liability Insurance with the statutory limits applying to employer’s liability ($100,000.00) covering all employees employed by him or Subcontractors while engaged under this Contract. WORKMAN’S COMPENSATION INSURANCE: The Contractor and all Subcontractors shall carry Workman’s Compensation insurance. A Certificate shall be provided to the City as proof of coverage. 13. PAYMENTS - The Owner shall pay the Contractor for the work described herein, subject to additions and deductions from approved and written change orders, in accordance with the amount stipulated in the bid, at the completion of the work and acceptance by the Owner. No payment shall be made until the entire scope of work included in the contract has been completed. 14. ITEMIZATION OF PAYMENT: Contractor is responsible for itemizing completed work per parcel to ensure a proper lien can be filed on the subject property. 15. CHANGES IN CONTRACT PRICE - The contract price may be changed only by a written Change Order which shall be executed by the Contractor and approved by the Owner setting forth the change in the scope of work and setting the price for that change. 16. PERMITS, FEES & LICENSES • The Contractor and any sub-contractor shall promptly pay all federal, state, and local taxes which may be assessed against him in connection with the work or his operations under the Agreement and/or the other contract documents, including, but not limited to, taxes attributable to the purchase of materials and equipment, to the performance of services, and the employment of persons in the prosecution of the work. • The selected Contractor and all subcontractors will be required to obtain a City of Greenwood Business License. • All contractors, facilities, supervisors, workers, air samplers, project designers, building inspectors, and management planners involved in either the inspection, design, air monitoring, in-place management, removal, cleanup, or other handling of regulated asbestos- containing materials must be licensed by DHEC in a discipline specific to their activity. Proof of valid license(s) to be provided to the City of Greenwood prior to contract award. The inspection was performed by SC‐DHEC Licensed Asbestos Inspectors, and in accordance with South Carolina Department of Health and Environmental Control’s (SC‐DHEC) Regulation 61‐86.1 Standards of Performance for Asbestos Projects, effective May 27, 2011; and Environmental Protection Agency’s (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP 40 CFR 61 Subpart M). A detailed summary table of the sampling is included in Attachment I; however, this report should be read in its entirety. Building Description The fire‐damaged former residential structure featured transite siding and a sloped shingled roof. The interior of the structure featured drywall walls and ceilings, various types of vinyl flooring, tacked down carpet, as well as windows with window glaze. Inspection Strategy/Sampling Protocol The inspection consisted of grouping suspect asbestos containing materials into homogeneous areas based on the color and texture of the material, and then performing representative sampling of the materials included in those homogeneous areas. SC‐DHEC has requirements for the minimum number of samples that can be collected from each homogeneous area (three samples of each miscellaneous material, three samples of each type of thermal system insulation, and the sample requirements for surfacing are based on square footage). Stop positive analysis was requested on all materials except for surfacing (sprayed‐on or troweled‐on materials such as joint compound and fireproofing). Stop positive analysis means that if one sample of a material in a homogeneous area is found to contain asbestos, then the other samples of that material are not analyzed, but are assumed to contain asbestos based on the results from the first sample analyzed. As of June 27, 2008, SC‐DHEC requires that any non‐friable organically bound (NOB) material that is suspect to contain asbestos, such as floor tile, mastics, roofing material, and caulking must be analyzed by transmission electron microscopy (TEM) if polarized light microscopy (PLM) analyses of that material indicate that no asbestos was detected. Results EPA recognizes a material as Asbestos Containing Material (ACM) if an asbestos content of greater than one percent asbestos is detected in a representative sample analyzed by polarized light microscopy. It should be noted that items containing 1% asbestos are covered to some extent by the OSHA’s Asbestos Standard for the Construction Industry (29 CFR 1926.1101). Results indicated that greater than one percent asbestos was detected in the transite siding (HA01), the drywall joint compound (HA03), and the window glaze (HA07). Relevant Regulatory Requirements/Recommendations Friability‐Friable materials are defined as materials that can be reduced to powder by hand pressure. It should be noted that non‐friable materials may become friable depending on the method of removal. All non‐friable materials must be removed by properly accredited asbestos personnel. If the non‐friable materials are removed in a friable manner, then all regulations in regards to friable abatement will apply, and the abatement must be performed by a SC‐DHEC Licensed Asbestos Contractor, and in accordance with all state and federal regulations. Air Monitoring‐Air monitoring by a SC‐DHEC Licensed Air Monitor will be required on this project. Closing Statements and Limitations Every effort was made to identify all materials in accessible areas. There is the possibility that suspect materials were not identified in inaccessible areas. The inspection was performed by SC‐ DHEC Licensed Asbestos Inspectors, and in accordance with South Carolina Department of Health and Environmental Control’s (SC‐DHEC) Regulation 61‐86.1 Standards of Performance for Asbestos Projects, effective May 27, 2011; and Environmental Protection Agency’s (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP 40 CFR 61 Subpart M). A detailed summary table of the sampling is included in Attachment I; however, this report should be read in its entirety. Building Description The fire damaged former residential structure featured vinyl siding and a sloped shingled roof. The interior of the structure featured drywall walls and ceilings, ceiling texture, vinyl floor tile, blown in attic insulation with limited fiberglass insulation, as well as windows with window glaze. There was also a wooden shed behind the structure which featured a shingled roof. Inspection Strategy/Sampling Protocol The inspection consisted of grouping suspect asbestos containing materials into homogeneous areas based on the color and texture of the material, and then performing representative sampling of the materials included in those homogeneous areas. SC‐DHEC has requirements for the minimum number of samples that can be collected from each homogeneous area (three samples of each miscellaneous material, Asbestos Inspection Report October 24, 2023 806 Gage St, Greenwood, SC Page 2 of 3 Project Number: 23250‐IN 1258 Boiling Springs Road • Spartanburg, SC 29303 • Phone 864‐541‐8736 / Fax 864‐541‐8776 www.crossroadsenv.net three samples of each type of thermal system insulation, and the sample requirements for surfacing are based on square footage). Following completion of the on‐site inspection/sampling, samples were submitted to an accredited laboratory for analysis. As of June 27, 2008, SC‐DHEC requires that any non‐friable organically bound (NOB) material that is suspect to contain asbestos, such as floor tile, mastics, roofing material, and caulking must be analyzed by transmission electron microscopy (TEM) if polarized light microscopy (PLM) analyses of that material indicate that no asbestos was detected. Results EPA recognizes a material as Asbestos Containing Material (ACM) if an asbestos content of greater than one percent asbestos is detected in a representative sample analyzed by polarized light microscopy. It should be noted that items containing 1% asbestos are covered to some extent by the OSHA’s Asbestos Standard for the Construction Industry (29 CFR 1926.1101). Results indicated that no asbestos was detected. Results indicated that 1% asbestos was detected in the roof shingles on the main residential structure. Closing Statements and Limitations Every effort was made to identify all materials in accessible areas. There is the possibility that suspect materials were not identified in inaccessible areas. If any suspect material is discovered that is not included within this report, it should be sampled before it is physically disturbed.
