Request for Information (RFI)Graphic Design Consultation and ServicesThis Request for Information (RFI) is in accordance with Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes – Oct 1997) and is published to obtain information for use by the Air Force Cryptologic and Cyber Systems Division (CCSD), Joint Base San Antonio-Lackland, Texas, for market research and planning purposes only.This RFI is NOT a Request for Proposal, Invitation for Bid, or announcement of a solicitation.  It is intended for information or planning purposes only.  There is no bid package or solicitation document associated with this announcement.  Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released.  Any requests for a solicitation package will be disregarded.  The Government does not intend to award a contract on the basis of this RFI or otherwise pay for

the information solicited.  No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information.  Respondents of this RFI may be requested to provide additional information/details based on their initial submittals.The Government is seeking comment from Industry partners for graphic design consultation and services in support of the Air Force Life Cycle Management Center, Air & Ground COMSEC Products Branch (AFLCMC/HNCC).The scope of this task is to provide graphic design consultation support to include developing effective and appealing content, layouts, and images in support of preparing visual communication products, such as presentations, displays, websites, documents, and similar products to convey the brand and mission of the Air & Ground COMSEC Products Branch.  Work is required to be performed on site, co-located with Branch personnel. All personnel are required to be US citizens and have security clearances at the SECRET level or higher.The primary objective of this task is to deliver comprehensive graphic design solutions.  The contractor shall provide consultation services as well as design, develop, and deliver the graphic design products and solutions as needed to support preparation of communication products.  Items prepared should be reflective of the mission of the branch or specific program requesting support.1 - Presentation Objectives1.1 Develop solutions for effective and appealing presentations, such as PowerPoint presentation layouts and recommending supporting images, themes, fonts, colors, and visual effects. 1.2 Prepare presentation supporting elements such as pictures, animations, videos, tables, and graphs.2 - Display Objectives2.1 Develop supporting visual artifacts for displays used in distinguished visitor tours, conventions, public events, and morale building activities.2.2 Prepare and deliver displays in formats such as flyers, posters, banners, and ones suitable for viewing on electronic media (TVs, projectors, etc.).3 - Website Objectives3.1 Provide recommended layouts and content for Air Force websites that host information for the HNCC Branch.3.2 Create pictures and graphics to support website content, within the constraints of the platform hosting the HNCC information.4 - Document Objectives4.1 Develop supporting visual artifacts, such as pictures, tables, and figures for documents prepared by HNCC branch personnel.4.2 Provide recommendations on layout of documents and arrangement of supporting visual artifacts.5 - Other Product Objectives5.1 Develop and deliver miscellaneous graphic design artifacts such as logos, pictures, images, and drawings to support other communication products within the HNCC Branch.6 - Consultation Objectives6.1 Provide consultation and graphic design expert recommendations to HNCC Branch personnel that are tasked to develop communication products.The purpose of this notice is to obtain information from contractors to assist in determining the most suitable approach to meet the Government needs and industry capabilities in support of facility projects.  The Government may use information provided to develop Performance Work Statement/Statement of Work (PWS/SOW) or Statement of Objectives (SOO) for potential solicitation.  Contractors shall indicate their interest and capabilities to satisfy the above requirments by identifying the following items:Company name and Commercial and Government Entity (CAGE) codeCompany address and websiteCompany point of contact, phone number, and email addressBusiness size information (please specify Small, Small Disadvataged, 8(a), Woman-Owned Small Business, Historially Underutilized Business Zone concer, Veteran-Owned Smll Business, or Service-Disabled Small Business)Capability/qualification data, skill sets, and expertise to perform the services.Level of security clearanceAny questions/concerns related to this requirementAll interested, capable and responsible sources3 that wish to respond to this RFI are required to electronically supply their responses (.doc or .pdf format) to ivy.furnace@us.af.mil and alfie.ritchey@us.af.mil, no later than 1500 hrs CDT, 11 March 2020.  "A&G Graphic Design Services RFI Response" must be included in the subject line.  Telephonic responses will not be accepted.
