This RFP reflects the commitment of the Moline City Council to ensure that world-class highspeed broadband options are available to all residents, businesses, and institution in the City of Moline (City). Specifically, the City wishes to provide ubiquitous fiber-to-the-premises (FTTP) service offering symmetrical service (same speeds download and upload) to expand and diversify the internet access options for its residents, businesses, and other institutions; and to obtain additional fiber for City purposes. Through this RFP, the City seeks proposals from qualified companies (Proposer) to build, operate, and maintain a fiber network and other network assets to provide broadband internet service with best-in-class offerings, including an offer of at least 1 Gbps download and upload. The City of Moline has a population of approximately 44,000. Moline also has 17,652 utility customers of which 15,813 are households (single family and multi-family of 6 units or less). Moline also has
195.45 linear miles of streets (not including alleys, private drives, and federal, state and county highways) which equates to about 700 lane miles. The City welcomes the responses of incumbent internet service providers (ISPs), competitive providers, non-profit institutions, cooperatives, and entities that are not traditional ISPs, which are interested in offering service. The City encourages collaboration among Proposers as necessary to meet the goals of this RFP. Although the City prefers responses that do not entail costs to the City, Moline has the authority and ability to make ARPA, enterprise zone and TIF benefits available, and to waive permit fees. Following receipt of proposals, the City anticipates entering into a negotiation process with the highest-rated Proposer. Following this process, City staff will make a recommendation to the City Council on the award of a contract (and, if applicable, an economic incentive agreement) to the Proposer determined to be the most qualified for the project.
