This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-041 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-097. The North American Industry Classification (NAICS) Code is 333999 and the business size standard is 500 employees. This solicitation is a set aside for a total small business. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following:Weekly delivery of Parker (manufacturer) 20 micron, Parmax filter element w/silicone O-rings Model: RCP200-40-S-PP - Quantity 484 EA/22 EA per deliveryNote:
Delivery start date first week of May 2018 through last week of September 2018.These 20-micron filter cartridges will be used to maintain water quality in the 6 Shared Zebrafish Facility. These filters are necessary as part of the filtration system upgrade. Extensive research was already conducted and the Parker filter was determined to work best for the filtration system in the facility.Scope: The vendor shall provide weekly delivery of Parker (manufacturer) 20 micron, Parmax filter element w/silicone O-rings Model: RCP200-40-S-PP - Quantity 484 EA/22 EA per deliveryNote: Delivery start date first week of May 2018 through last week of September 2018.These filter elements shall be suitable for ready installation into the governments existing filter vessels. Terms shall be FOB NIH Campus, Bldg. 6, Bethesda MD.Existing Filter Vessel Information: Existing filter vessels are Parker series PXSU0140H04F stainless steel high flow filter housings, utilizing Parker "Parmax Select" high flow filter elements.Application: The filter elements will be utilized as replacement cartridges for the government's aquatics research water filtration system. Application is tertiary treatment, pre-UV of recirculated aquaculture water, with an average TSS ≤5mg/l.Product Reference: The manufacturer shall furnish a part number from which future products, fully compliant with this specification may be ordered.Technical Requirements:• All materials shall be CFR 21 compliant for food contact, specifically plastics shall comply with CFR 21.177.1520 and elastomers shall be listed in accordance with CFR 21.177.2600. All plastics shall meet USP Class VI requirements.• Each batch of constructed filters will be lot numbered as the Date of Manufacture.• Filter shall be non-fiber releasing per CFR 21.210.3.B(5)(6). Filter shall be non-toxic WI-38 Human Cell Cytoxicity Test• Packaging: Filter elements shall be individually sealed in clean packaging so as to maintain in clean, dry, uncontaminated condition.• Each box exterior and interior packaging will be labeled with the following minimum information: Manufacture, Lot Number (Date of Manufacture), and Model Number/Type.• Filter shall not require rinsing or conditioning to achieve required performance suitable for food contact per CFR 21 for food-contact applications.• All materials of construction shall be indicated. Filter shall be free of metal components, additives, adhesives, binders, or lubricants.Certification: The manufacturer shall certify conformance with this specification in entirety.Submittal: Include product data, materials of construction, performance, and certification of compliance.Pricing: The vendor shall include pricing for 484 filter units, good for a period of 22 weeks for individual filters ordered in quantities of 22 per week.The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/ Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
