This sources sought notice is being performed in accordance with FAR Part 10 Market Research. The following NAICS codes apply to this effort:- 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology))-336414 (Guided Missile and Space Vehicle Manufacturing)PURPOSE:The Navy’s Modular Missile (NMM) program’s objective is to design and develop a family of missiles with common components utilizing a newly defined shared and open systems architecture. NMM needs to 1) define open architecture standards to sub-assembly/component level and 2) transition its acquisition strategy to a Model Based Systems Engineering (MBSE) approach. The key to this approach is for the US Navy to develop a Government Reference Architecture (GRA) which will define the system architecture. This acquisition strategy will enable the program to break the dependency on a single development contractor and allow more extensive competition at the
subsystem/critical component level. The GRA will then guide and constrain the development of multiple solutions responsive to stakeholder requirements.The Navy is interested in feedback from industry describing relevant experience and capability for the proposed Interest Areas and performance capabilities listed in Section 2 of this sources sought notice.  The Interest Areas are subject to interpretation and industry recommendations may be considered to support the Navy’s vision for NMM.To ensure maximum opportunity for industry response, PEO IWS anticipates that interested parties may only have capabilities in select Interest Areas of this notice.  PEO IWS welcomes partial responses to the Interest Areas noting that company information must be included in the response.Interested parties shall address the following in the sources sought submission:Company InformationProvide company name, address, DUNS number, CAGE code, facility clearance level, tax identification number, designated representative name(s) and point of contact, including phone numbers and e-mail addresses.Provide number of employees employed by company, and annual revenue/receipts for the last three (3) completed company fiscal years.Identify contracts within the last five (5) years with similar scope and provide brief overview of company responsibilities.If a small business, identify type of small business (e.g. 8(a), Hubzone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned).Interest Areas of Experience and Performance CapabilityModel Based System Engineering (MBSE)As the Navy transitions away from a traditional document-centric design paradigm and moves toward continuous development, the NMM program is required to migrate away from textual documentation and be fully modeled through MBSE.  Capability statements submitted should be pertinent and specific in technical/management/business area under consideration, on each of the following qualifications:What type of work has your company performed in the past in support of the same or similar requirements at the systems engineering support level?  Please include descriptions of your capability level, experience with DoD weapons, key personnel operating in a multi-level security construct, etc.What technologies, tools, etc. would your company utilize to meet these requirements?How has your company implemented Digital Engineering in support of a development program?  Please include descriptions of the scope of the effort and tool sets used.How has your company handled proprietary data from other organizations when accumulating and disseminating information?Does your company have any limitations in providing unlimited rights to the tools and services provided as part of NMM? Does your company have any experience working in a government controlled environment?Specific items of Navy interest include, but are not limited to:Capable of conducting Systems Engineering of weapons/control systems.  Capable of building and maintaining MBSE Models using industry standard MBSE Software (SW)Capable of producing reports and documentation from the MBSE ModelCapable of validating MBSE Models using industry standard best practicesCapable of conducting Systems Engineering Technical Review events using MBSE ModelsCapability to update/ integrate weapon system based models to accommodate changing Stakeholder and System Requirements, changes in the weapon system and interfaces and changes in Integration, Verification and Validation TestingCapable of identifying the location within a GRA and the type of data rights required to procure the NMMCapability to determine test coverage / thoroughness reportsExperience implementing an MBSE or similar process to create and maintain mapping, traceability, relation between Models, and relation to Model of ModelsCapable of performing targeted and surgical upgrades within the infrastructure to support changing requirementsExperience in developing simulations that replicate interfaces to other unique weapon system componentsCapable of importing/exporting requirements documents to/from legacy systems (e.g. DOORS)Capable of determining what Objective Quality Evidence needs to be collected to maintain accreditations and certifications, cyber and safety approvals/certificationsCompliant with National Institute of Standards and Technology (NIST) Cybersecurity requirements (NIST Special Pub 800-171)Compliant with Defense Information Systems Agency Security Technical Implementation GuidesSOURCES SOUGHT RESPONSES:Note: sources sought responses shall be limited to a total of 30 pages, 1 inch margins, single-sided, 10 point Times New Roman font or larger.
