The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Resonon, Inc. upon the basis of the authority provided at FAR 13.106-1(b).ERDC-CRREL has a requirement for one (1) Pika L Hyperspectral Imaging Camera system with accessories for deployment on CRREL owned Unmanned Aerial System (UAS) assets, fixed terrestrial operation, and fixed vehicle mounted operations. Spectronon Pro Software – Preloaded on Ruggedized Laptop ComputerOne (1) Outdoor System Travel CaseMarket research indicates that Resonon, Inc is the only source for this requirement because Resonon, Inc. produces the only camera system with fully integrated hyperspectral imaging solution that satisfies both the critical specifications and form factor necessary to deploy on existing CRREL UAS. It is fully interoperable with CRREL’s existing equipment which is required for all the systems to take accurate measurements and function seamlessly while deployed in the field alongside other CRREL equipment. Specifically, Resonon is the only company that does not use any third-party software packages, which enables their technical staff to directly answer any customer service questions and process requests quickly.The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees.This Notice of Intent is not a request for competitive quotations.  However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.
