Position Announcement Village Administrator Village of Hortonville, WI (Population 2,912) Located in the third largest metro area in Wisconsin, the dynamic Fox Cities, Hortonville is a growing community with a bright future. Hortonville is rich in history and heritage, with a strong sense of community. It contains a robust Main Street, along with strong traditional neighborhoods, new residential subdivisions, and an emerging commercial and industrial sector. Hortonville provides both small town and rural quality of life, with an acclaimed school district, and urban amenities of the Cities of Appleton, Green Bay and Oshkosh. Hortonville provides for extensive recreational opportunities; located along Black Otter Lake, and minutes from access to the Wolf River and the Wolf/Fox River pool of Lakes, local and regional parks, trails, and wildlife refuges. Seven trustees including the Village President are elected on a non-partisan basis to the Village Board. Hortonville has a $2.3 million
total annual general fund budget and a water and sanitary sewer utilities budget of $1.5 million. Organization has 23 FTE staff and a 40 member volunteer fire department. Strategic initiatives include managing the construction of the STH 15 bypass, including reconstruction of the existing highway through the historic downtown, overseeing successful implementation of three active TIDs, implementation of the Village of Hortonville Comprehensive Land Use Plan, and the implementation of a recently completed organizational assessment. Requires a Bachelor’s degree in public administration or related field; prefer Master’s Degree with at least 3 years progressively responsible administrative and leadership experience in a municipal organization. ICMA Credentialed Manager is a plus. Residency is encouraged. Projected starting salary range $75,000 - $85,000 DOQ. The successful candidate must demonstrate a verifiable record of past accomplishments in the following areas: budgeting and municipal finance, human resource management, and community (re) development, capital financing and planning, organizational leadership, and the ability to cultivate positive and productive relationships with the Village Board, staff and community members. The successful candidate must also demonstrate a high level of integrity and honesty; a strong work ethic and commitment to public service; open and positive communication skills, ability to work harmoniously with elected officials and other governmental entities, and stable and successful tenures in previous positions.
