Description:  The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes, from capable and reliable sources who may be interested in submitting a proposal to perform Design-Bid-Build (D-B-B) construction and renovation for the Iraqi Counter Terrorism Service (ICTS) Medical Warehouse, Baghdad, Iraq. A single firm fixed price contract will be awarded to a prime construction contractor.PROJECT SCOPE:  The scope of the project includes repair, restoration and upgrade of the existing medical warehouse located on Baghdad International Airport (BIAP) in Baghdad, Iraq. The existing warehouse has been in various states of disrepair. The repair, restoration and upgrade of the medical warehouse will include but is not limited to: (a) Exterior painting, (b) Construction of new office space and a conference room, (c) Update existing environmental controls, (d) update existing power, (e) Construction of the
following rooms: wire cage, reefer (refrigeration) unit, vault, acids storage (small quantities), flammables (small quantities), (f) Install new wall monitors, CCTV cameras and security doors (cypher locks or card readers), (g) Furnish two forklifts (one electrical & one propane) and install a charging station for an electric forklift as well as an electric pallet jack (h) install new warehouse shelving for  medical supplies and all furniture for the offices. The USACE intends to issue a full and open, Firm Fixed Price contract to execute the restoration, repair and upgrade of the medical warehouse. The medical warehouse will be delivered to the ICTS as a complete and usable facility.Period of Performance:  Anticipated period of performance is 365 calendar days from Notice to Proceed (NTP) for the entire scope of work. The magnitude of the construction project: Between $5,000,000 and $10,000,000.Location: This project is located at Baghdad International Airport, Baghdad Iraq.Set Asides and Codes: The work will be performed outside of the continental United States, therefore no set-asides to small business or socioeconomic preference will be given for this solicitation. This effort is classified through the North American Industry Classification System Code (NAICS): 236220, with a small business size standard of $39.5 Million.PROPOSAL PROCEDURES:  The Government is considering a full and open design-bid-build solicitation in accordance with FAR Part 36 and 15 procedures for this project.  The Best Value Trade-off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP.  The Government may include options in the RFP.  This acquisition will result in a single fixed price construction contract awarded based on BVTO determination.SUBMISSION REQUIREMENTS:      a. Provide your experience completing repair and/or construction of an medical warehouse in the CENTCOM AOR:  List 3-5 projects that demonstrate your recent experience and ability to perform similar scope to include the restoration/construction of a medical warehouse to include electrical, HVAC, Mechanical, Plumbing, Back Up Power, CCTV/security doors, warehouse shelving and conveyance systems that are required for a complete and usable facility. In addition, submit your recent experience with repair and restoration of critical infrastructure development.     b. Indicate whether you possess a current Iraq commercial business license.      c. Indicate your knowledge of getting base access and personnel on to BIAP, Iraq.     d. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project.     Firms submitting responses shall provide information on the projects that prove you can meet the qualifications criteria listed above, with contract number, project location, description of work, roles in the project execution and other references including subcontractors.PROPOSAL PERIOD:  D-B-B Solicitation may schedule for release on or about March 28, 2022.  The proposals may be due on or about June 16, 2022.  Contract award is scheduled on or about September 1, 2022.  This announcement is for market research purposes only.
