We couldn t find that in the solicitation. Answer: Yes, it is within the SOW or description, it originally stated, fully integrate into existing conveyor system but the final product states, fully integrate or replace conveyor system. From the SOW: The VISN 11 VA Optical Lab located in Indianapolis, Indiana, is seeking to purchase 3 or 4 Ophthalmic Edger System Machines to replace existing equipment and to integrate with the existing production line NCC conveyor system equipment and operational software or replace both of those systems. Question 2: Does the solicitation include moving/removal of current equipment? Answer: Yes, paraphrasing-contractor responsible for transportation, rigging,

install of new equipment, and removal and relocation of present equipment to an on-property location. Question 3: Our rigging quote will just be an estimate, how close must we be on this part of the bid submission? Answer: This is undetermined. Itemize your cost/estimates for each part of the project. If it is determined not necessary or later necessary, it will be modified in the contract. Question 4: How much time will there be between closing date and awarding? Answer: After closing date, technical review of bids will take place and award notice posted by 9/30/21. Question 5: Since the conveyor doesn t seem to be the major part of the solicitation, should they still be submitting the bid? Answer: Unclear, as this solicitation is for 3 or 4 Ophthalmic Edger System Machines, not conveyor. Please read the bid solicitation thoroughly. Question 6: Can both US and non-US companies bid? Answer: Yes. This solicitation is utilizing NAICS 334510 which is waived from the non-manufacturing rule, allowing for non-domestic manufactures it bid. However, the manufacture must be from a TAA (trade agreement act) country. Question 7: What are the entrance dimensions and the doors/entryway (entry to lab)? Answer: Width = 8 feet and Height = 10 feet. The lab is an open space area with no doorways interfering. NOTE: There is no loading dock ramp at the facility or forklift. Question 8: Will the rigging company delivery outside the facility and forklift the machine into place? Answer: Yes, the awarded vendor will need to coordinate and ensure all rigging requirement have been pre-determined and agreed upon by vendor s sub-contracting rigging company. Question 9: What safety rules are in place if we must dismantle old equipment and utilities? Answer: OSHA guidance and requirements for all safety concerns involved with this procurement will need to be followed. Each of the four present Edgers have a 480V 3PH twist lock plug and dedicated ball valves for air and water supply. The electrical supply panel(s) are in the vicinity of the equipment (approximately 60 away). The electrical supply panels shall be utilized to fully de-energize and lock-out utilities to each machine and/or conveyor segment prior to removal.
