SOURCES SOUGHT FOR IP NETWORK LINK RADIO AGGREGATION NODES, INTEGRATION AND INSTALLATION SUPPORT TO THE COLOMBIA GENERAL COMMAND FOR MILITARY FORCES FOR FOREIGN MILITARY SALES (FMS)INTRODUCTIONThe U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management directorate (CECOM SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, industry technologies available and capability to support/fulfill Foreign Military Sales (FMS) requirements for IP network link radio aggregation nodes, including integration and installation support.  The result of this sources sought/market survey will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured
through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. RF links shall achieve minimum availability of 99.998% per year with a bit error rate (BER) of 10-6.  Backbone links shall have a fade margin > 25 dBm.  All RF link hardware shall have adaptive modulation (16, 32, 64, 128, 256, 512, 1024, 2048, 4096 Quadrature Amplitude Modulation (QAM)).                       c. All RF antennas shall be minimum high performance reference (COMMSCOPE) for backbone and high capacity links.  Antennas must be double or single polarized depending on link requirements. The system must comply with the provisions of the Colombia Ministerio de Tecnologias de la Informacion y de las Communicaciones (MINTIC), the ITU-R and ITU-T.  The system must permit the creation of logical groupings from 2 to 8 radio channels in a virtual tube with a total capacity equal to the sum of the capacity of each independent radio channel without the need for Ethernet traffic aggregation in the OSI model layer 2, link aggregation, or the use of MAC addresses for load balancing.          2.  Upgrade and integrate into 57 RIC network sites IP/Multiprotocol Label Switching (IP/MPLS) technology including the following:                      a. Fifty-seven (57) each Nokia 7705 8-Port Service Aggregation Routers (SAR-8) including required 8-Port GE SFP Card V3, 7705 SAR-8 NGE Chassis License, and 8-Port GE SFP Card V3 License.                      b. Five (5) each Nokia 7705 SAR-8 including one (1) each of the following items per bundle:  CSMV2-7705 SAR-8, 7705 SAR-8 Fan Module, Shelf-V2, 8-Port GE SFP Card V3, 7705 SAR-8 NGE License, 8-Port GE SFP Card V3 Encryption.                      c. Nokia Network Services Platform (NSP) consisting of two (2) each per bundle NSP V.19 NFM-P Conversion Standard, one (1) each per bundle SRS NSP Annual Fee, 684 each per new hardware bundle 5620 SAM R14 Premium Suite License Point, and 4354 each per existing hardware bundle LP Conv. Std. to Premium.                      d. Design/engineer new IP RF links and equipment integration with existing RIC site infrastructure hardware.                      c. Perform integration and install new equipment.                      d.  Test new equipment and the performance and functionality of the equipment as part of the entire network infrastructure at all RIC sites.                      e.  Conduct training of network operators and system administrators.                      f.  Provide 2 years of preventative and corrective maintenance and technical support.Request responses include Rough Order Magnitude (ROM) price and availability (P&A) information and location of CONUS-based training.SPECIAL REQUIREMENTSAny resulting contract is anticipated to have a security classification level of Unclassified.
